NANCY DEBOER CHAIR COMMITTEE MEETING MINUTES Wednesday, June 24, 2026 10:30 AM Room 327, House Office Building The House Committee on Education and Workforce was called to order by Chair DeBoer. The Chair requested attendance to be called: Present: Reps. DeBoer, Linting, Paquette, Fox, Kunse, St. Germaine, Pavlov, Wilson, Koleszar, Weiss and Byrnes. Absent: None. Excused: None. Representative Linting moved to adopt the meeting minutes from June 17, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5358 before the committee: HB 5358 (Rep. Prestin) A bill to amend 1976 PA 451, entitled "The revised school code," by amending section 1531 (MCL 380.1531), as amended by 2023 PA 110. A substitute (H-2) for HB 5358 was adopted at the June 17th, 2026, meeting. Representative Linting moved to report out HB 5358 with recommendation that the substitute (H-2) be adopted. The committee further recommended that the bill and substitute (H-2) be referred to the Committee on Rules. The motion prevailed 7-3-0: FAVORABLE ROLL CALL Yeas: Reps. DeBoer, Linting, Paquette, Fox, Kunse, St. Germaine and Pavlov. Nays: Reps. Wilson, Koleszar and Byrnes. Pass: None. The Chair laid HB 5648 before the committee: HB 5648 (Rep. Woolford) A bill to amend 1976 PA 451, entitled "The revised school code," by amending section 1278a (MCL 380.1278a), as amended by 2022 PA 105, and by adding section 1279i. The following person submitted a card in support of HB 5648, but did not wish to speak: Ryan Fewins-Bliss, representing the Michigan College Access Network (MCAN). Bierlein) A bill to amend 1973 PA 116, entitled "An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts," by amending section 1 (MCL 722.111), as amended by 2024 PA 50. The following people submitted a card in support of HB 5803, but did not wish to speak: Brian Broderick, representing the Michigan Association of Nonpublic Schools. Representative Koleszar spoke to the proposed (H-1) substitute for HB 6080. Representative Koleszar moved to adopt substitute (H-1) to HB 6080. Paquette) A bill to amend 1976 PA 451, entitled "The revised school code," by amending sections 4 and 5 (MCL 380.4 and 380.5), section 4 as amended by 2011 PA 232 and section 5 as amended by 2019 PA 38, and by adding sections 562, 564, 565, 566, 567, 568, 569, and 1701b. Representative Paquette testified in support of HB 5919. Questions and discussions followed. The following people submitted a card in opposition to HB 5919, but did not wish to speak: Kyle Zawacki, representing the American Civil Liberties Union of Michigan. Dr. David Michelson, representing the Michigan Education Association. Olivia Ponte, representing the Michigan Department of Education. Peter Spadafore, representing Michigan Alliance for Student Opportunity. Jenell Mansfield, representing the American Federation of Teachers-Michigan. John Severson, representing the Michigan Association of Intermediate School Administrators. Annie Monaweck, representing the Calhoun ISD. The following people submitted a card in support of HB 5919, but did not wish to speak: Michael Van Beek, representing the Mackinac Center for Public Policy. Alicia Urbain, representing the Michigan Association of Public-School Academies. Karen Palka, founder and executive director of A Beautiful Me, and a constituent of Representative Pavlov, gave a presentation to the committee about her nonprofit, “A Beautiful Me.” Questions and discussions followed.
