- **DRAFT** COMMITTEE MEETING MINUTES April 21, 2021 A meeting of the Senate Appropriations Subcommittee on General Government was scheduled for Wednesday, April 21, 2021, at 3:00 p.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Referred SB 82 ( Victory) to the Committee on Appropriations, with recommendation, as amended. The Chair called the meeting to order at 3:00 p.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Victory, Sen.(s) Bumstead, MacDonald and Irwin, a quorum was present. The Chair entertained a motion by Sen. Bumstead, supported by Sen. MacDonald, to adopt the meeting minutes from March 24, 2021. Without objection, the minutes were adopted. The Chair laid SB 82 before the committee: SB 82 (Sen. Victory) A bill to make appropriations for the legislature, the executive, the department of the attorney general, the department of state, the department of treasury, the department of technology, management, and budget, the department of civil rights, and certain other state purposes for the fiscal year ending September 30, 2022; to provide for the expenditure of the appropriations; to provide for the disposition of fees and other income received by the state agencies; and to declare the effect of this act. The Chair invited the following individuals to present testimony regarding Elizabeth Raczkowski, Joe Carrasco, Ryan Bergan, and Cory Savino, Senate Fiscal Agency – No Position The Chair entertained a motion by Sen. Bumstead, supported by Sen. MacDonald, to adopt amendment to the substitute. The vote was as follows: Yeas: Chair Victory, Sen.(s) Bumstead, and MacDonald. Nays: Irwin Page 1 of 2 The Chair entertained a motion by Sen. Bumstead, supported by Sen. MacDonald, to refer SB 82 to the Committee on Appropriations, with recommendation, as amended. The vote was as follows: Yeas: Chair Victory, Sen.(s) Bumstead, and MacDonald. Nays: Irwin The motion prevailed and the bill was referred. There being no further business before the committee, the Chair made a motion, supported by Sen. Bumstead, to adjourn the committee at 3:30 a.m.Without objection, the committee was adjourned.
