- **DRAFT** COMMITTEE MEETING MINUTES September 28, 2022 A meeting of the Senate Appropriations Subcommittee on Joint Capital Outlay was scheduled for Wednesday, September 28, 2022, at 4:00 p.m., in the Senate Hearing Room, Ground Floor, Boji Tower. The agenda summary is as follows: 1. Testimony regarding SB 78 (S-7) (Sen. Horn) 2. Voted to refer SB 78 (S-7) (Sen. Horn) to the Committee on Appropriations. The Chair called the meeting to order at 4:01 a.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Horn, Sen.(s) LaSata, Zorn, Runestad, Schmidt, MacDonald, Santana, Hertel and McCann; Vice Chair Maddock, Representatives Slagh, Whiteford, VanSingel, Bollin, VanWoerkom, O'Neal, Peterson, Steckloff, a quorum was present. The Chair entertained a motion by Sen. LaSata to adopt the (S-7) version of SB 78. The vote was as follows: Yeas: Chair Horn, Sen.(s) LaSata, Zorn, Runestad, Schmidt, MacDonald, Santana, and McCann, Vice-Chair Maddock, Representatives Slagh, Whiteford, VanSingel, Bollin, VanWoerkom, O'Neal, Peterson, Steckloff. Nays: None The motion prevailed and the (S-7) was adopted. The Chair invited the following individuals to present testimony regarding SB 78 and (S-7): Senator Edward McBroom, Michigan Senate – Support Senator Mark Huizenga, Michigan Senate – Support Senator Sean McCann, Michigan Senate – Support Senator Dale Zorn, Michigan Senate – Support Senator Wayne Schmidt, Michigan Senate – Support Senator Kim LaSata, Michigan Senate – Support Representative Joseph Bellino, Michigan House of Representatives – Support At 4:16 p.m., Sen. Hertel entered the meeting The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 78 and (S-7): Al Pscholka, Lake Michigan College – Support Ryan Hundt, Michigan Works! Assoc., – Support Megan Morris, Central Michigan University – Support Eunice Jeffries, Oakland Community College – Support Onjila Odeneal, Institute for College Access and Success – Support Page 1 of 2 State Representative John Damoose – Support State Representative Ronnie Peterson – Support Chris Kolb, University of Michigan – Support The Chair entertained a motion by Sen. LaSata to refer SB 78 to the Committee on Appropriations, with recommendation as substituted (S-7). The vote was as follows: Yeas: Chair Horn, Sen.(s) LaSata, Zorn, Schmidt, MacDonald, Santana, Hertel, and McCann, Representative VanSingel, O'Neal, Peterson, Steckloff Nays: Sen.(s) Runestad, Representatives Maddock, Slagh, Bollin. The motion prevailed and the bill was referred. There being no further business before the committee, the Chair moved to adjourn the committee.
