- COMMITTEE MEETING MINUTES April 21, 2021 A meeting of the Senate Appropriations Subcommittee on Joint Capital Outlay was scheduled for Wednesday, April 21, 2021, at 4:00 p.m., in the Senate Hearing Room, Ground Floor, Boji Tower. The agenda summary is as follows: 1. Adopted JCOS Committee Rules for 2021-2022 legislative session 2. Testimony on: State Police lease request #12117 DHHS lease request #6948 DHHS addendum request to lease #11982-2018 The Chair called the meeting to order at 4:00 p.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Horn, Vice-Chair Maddock, Sen.(s) LaSata, Zorn, Runestad, Schmidt, Hertel and McCann, Rep.(s) Slagh, Whiteford, VanSingel, Bollin, VanWoerkom, O'Neal, Peterson, and Steckloff a quorum was present. The Chair invited Josh Sefton, Senate Fiscal Agency, to provide an overview of the Joint Capital Outlay Subcommittee Rules and Policies for the 2021-2022 session. The Chairman entertained a motion by Vice-Chair Maddock, supported by Sen. LaSata to adopt the subcommittee rules. The vote was as follows: Yeas: Chair Horn, Vice-Chair Maddock, Sen.(s) LaSata, Zorn, Runestad, Schmidt, Hertel and McCann, Rep.(s) Slagh, Whiteford, VanSingel, Bollin, VanWoerkom, O'Neal, Peterson, and Steckloff. Nays: None The motion prevailed and the rules were adopted. The Chair invited Marchan Darby, Real Estate Division, Department of Technology, Management and Budget, to guide the committee through testimony regarding Michigan State Police Lease Request #12117, Department of Health and Human Services Lease Request #6948, and Department of Health and Human Services Addendum Request to Lease #11982-2018. Ms. Darby asked Captain Kevin Sweeney, Deputy State Director of Emergency Management, Commander, Emergency Management & Homeland Security Division, Michigan State Police, to provide the subcommittee with an overview of Lease Request #12117. Ms. Darby provided an overview of Department of Health and Human Services Lease Request #6948. The Chairman recognized William Doxie, Director of the Bureau of Organizational Services, Department of Health and Human Services, so Mr. Doxie could answer several questions from members of the subcommittee. Page 1 of 2 Ms. Darby provided an overview of Department of Health and Human Services Addendum Request to Lease #11982-2018. Mr. Doxie answered several questions from members of the subcommittee, and he and Ms. Darby agreed to provide additional information regarding the Request. There being no further business before the subcommittee, the Chair made a motion, supported by Vice-Chair Maddock, to adjourn the committee at 4:30 p.m. Without objection, the subcommittee was adjourned.
