- HOUSE OF REPRESENTATIVES COMMITTEE ON NATURAL RESOURCES AND TOURISM REP. DAVID MARTIN CHAIR COMMITTEE MEETING MINUTES Wednesday, June 24, 2026 Noon. Room 519, House Office Building The House Committee on Natural Resources and Tourism was called to order by Chair Martin. The Chair requested attendance to be called: Present: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn, McFall, Scott, Weiss, Arbit and Foreman. Absent: Reps. Wortz, Myers-Phillips and Wooden. Excused: Reps. Wortz, Myers-Phillips and Wooden. Representative Bohnak moved to adopt the meeting minutes from June 17, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5304 before the committee: HB 5304 (Rep. Roth) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending sections 30106b, 30311b, and 32515a (MCL 324.30106b, 324.30311b, and 324.32515a), sections 30106b and 32515a as added by 2013 PA 87 and section 30311b as added by 2009 PA 120, and by adding sections 1306 and 33709. Mindy Fernandes, representing the Office of Representative Roth, testified in support of HB 5304. Michael Morphy, representing the Great Lakes Coalition, testified in support of HB 5304. Questions and discussions followed. The following people submitted a card in opposition to HB 5304, but did not wish to speak: Tim Minotas, representing the Sierra Club of Michigan. Emily Smith, representing the Michigan Environmental Council. Representative Outman moved to excuse Representatives Wortz, Myers-Phillips and Wooden from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair Martin adjourned the meeting at 12:32 PM.
