- HOUSE OF REPRESENTATIVES COMMITTEE ON GOVERNMENT OPERATIONS REP. BRIAN BEGOLE CHAIR COMMITTEE MEETING MINUTES The House Committee on Government Operations was called to order by Chair BeGole. The Chair requested attendance to be called: Present: Reps. BeGole, Harris, VanderWall, Fitzgerald and McFall. Absent: None. Excused: None. Representative Harris moved to adopt the meeting minutes from February 11, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4062, HB 4063 and HB 4064 before the committee: Thursday, February 13, 2025 1:00 PM Room 307, House Office Building HB 4062 (Rep. Tisdel) A bill to amend 1978 PA 472, entitled "An act to regulate political activity; to regulate lobbyists, lobbyist agents, and lobbying activities; to require registration of lobbyists and lobbyist agents; to require the filing of reports; to prescribe the powers and duties of the department of state; to prescribe penalties; and to repeal certain acts and parts of acts," by amending section 6a (MCL 4.416a), as added by 1994 PA 383. HB 4063 (Rep. Martin) A bill to amend 1978 PA 472, entitled "An act to regulate political activity; to regulate lobbyists, lobbyist agents, and lobbying activities; to require registration of lobbyists and lobbyist agents; to require the filing of reports; to prescribe the powers and duties of the department of state; to prescribe penalties; and to repeal certain acts and parts of acts," (MCL 4.411 to 4.431) by adding section 6b. HB 4064 (Rep. Neyer) A bill to amend 1978 PA 472, entitled "An act to regulate political activity; to regulate Representative Tisdel testified in support of HB 4062. Questions and discussion followed. Representative Neyer testified in support of HB 4063. Questions and discussion followed. Representative Martin testified in support of HB 4064. Questions and discussion followed. The following people submitted a card in support of HB 4062, HB 4063 and HB 4064, but did not wish to speak: Erin Schor, representing the Michigan Department of State. Logan Vorce, representing the Michigan League of Conservation Voters. Representative Harris moved to report out HB 4062 with recommendation.
