- HOUSE OF REPRESENTATIVES COMMITTEE ON GOVERNMENT OPERATIONS REP. BRIAN BEGOLE CHAIR COMMITTEE MEETING MINUTES Thursday, June 25, 2026 9:00 AM Room 307, House Office Building The House Committee on Government Operations was called to order by Chair BeGole. The Chair requested attendance to be called: Present: Reps. BeGole, Harris, VanderWall, Fitzgerald and McFall. Absent: None. Excused: None. Representative VanderWall moved to adopt the meeting minutes from June 18, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 6116, HB 6117, HB 6118 and HB 6119 before the committee: HB 6116 (Rep. Hall) A bill to create a hospital cost review board and to prescribe its powers and duties; to regulate certain hospital functions; to provide for certain grants; to impose assessments against certain hospitals; to provide for the powers and duties of certain state and local governmental officers and entities; and to require the promulgation of rules. HB 6117 (Rep. Harris) A bill to create the health care cost reduction fund; to provide for the distribution of money from the fund; and to provide for the powers and duties of certain state officers and entities. HB 6118 (Rep. DeBoyer) A bill to regulate certain health facility acquisitions and mergers; to require certain approvals from the hospital cost review board; to impose a tax on certain health facility acquisitions and mergers; to provide for the levy, collection, and administration of the tax; to provide for the distribution of the proceeds of the tax; to provide for the powers and duties of certain state governmental officers and entities; to prescribe civil sanctions and provide remedies; and to provide for the promulgation of rules. HB 6119 (Rep. Aragona) A bill to amend 1984 PA 274, entitled "Michigan antitrust reform act," by amending section 4a (MCL 445.774a), as added by 1987 PA 243. Representative Harris moved to adopt substitute (H-1) to HB 6116. The motion prevailed 3-2-0: FAVORABLE ROLL CALL Yeas: Reps. BeGole, Harris and VanderWall. Nays: Reps. Fitzgerald and McFall. Pass: None. Representative Harris, Representative DeBoyer, and Representative Aragona testified in support of HB 6116, HB 6117, HB 6118 and HB 6119. Questions and discussions followed.
