- COMMITTEE MEETING MINUTES April 20, 2023 A meeting of the Senate Appropriations Subcommittee on EGLE was scheduled for Thursday, April 20, 2023, at 3:00 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Referred SB 199 ( Irwin) to the Committee on Appropriations. The Chair called the meeting to order at 3:02 p.m. At 3:02 p.m. the Chair instructed the Clerk to call the roll. At that time, the following members were present: Chair Irwin, Sen.(s) Singh, McDonald Rivet, Shink, Cherry, Bayer, Bumstead, Hauck and Outman, a quorum was present. The Chair made a motion, supported by Sen. Singh, to adopt the meeting minutes from April 13, 2023. Without objection, the minutes were adopted. The Chair invited the following individuals to present testimony regarding SB 199: Jonah Houtz, Senate Fiscal Agency – No Position The Chair entertained a motion by Sen. McDonald Rivet, supported by Sen. Irwin, to adopt the McDonald Rivet amendment #1 to SB 199. The vote was as follows: Yeas: Chair Irwin, Sen.(s) Singh, McDonald Rivet, Shink, Cherry, and Bayer. Nays: Sen.(s) Bumstead, Hauck, and Outman. The motion prevailed and the amendment was adopted. The Chair entertained a motion by Sen. Bayer, supported by Sen. Singh, to adopt the Bayer amendment #2 to SB 199. The vote was as follows: Yeas: Chair Irwin, Sen.(s) Singh, McDonald Rivet, Shink, Cherry, and Bayer. Nays: Sen.(s) Bumstead, Hauck, and Outman. The motion prevailed and the amendment was adopted. The Chair made a motion, supported by Sen. Singh, to refer SB 199 to the Committee on Appropriations. The vote was as follows: Yeas: Chair Irwin, Sen.(s) Singh, McDonald Rivet, Shink, Cherry, and Bayer. Nays: Sen.(s) Bumstead, Hauck, and Outman. The motion prevailed and the bill was referred. There being no further business before the committee, the Chair made a motion, supported by Sen. Singh, to adjourn the committee at 3:14 p.m. Without objection, the committee was adjourned.
