- **DRAFT** COMMITTEE MEETING MINUTES March 15, 2023 A meeting of the Senate Appropriations Subcommittee on Universities and Community Colleges was scheduled for Wednesday, March 15, 2023, at 9:00 a.m., in the 1100 Room of the Binsfeld Office Building. The Chair called the meeting to order at 9:01 a.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McCann, Sen.(s) Irwin, McDonald Rivet, Singh, Albert and Damoose, a quorum was present. The Chair made a motion, supported by Sen. Irwin, to adopt the meeting minutes from March 8, 2023. Without objection, the minutes were adopted. The Chair invited the following individuals to present testimony regarding the Higher Education and Community Colleges budgets: Brandy Johnson, President, Michigan Community College Association provided written testimony and discussed the MCCA's priorities for the fiscal year 2023-2024 budget for Community Colleges. Ryan Fewins-Bliss, Executive Director, Michigan College Access Network provided written testimony and discussed MCAN's priorities for the fiscal year 2023-2024 budgets for Higher Education and Community Colleges. Steven Rzeppa, Political and Legislative Director, American Federation of State, County, and Municipal Employees Council 25, discussed the role of AFSCME employees at postsecondary institutions and presented AFSCME Council 25's priorities for the fiscal year 2023-2024 Higher Education and Community Colleges budgets. There being no further business before the committee, the Chair made a motion, supported by Sen. McCann, to adjourn the committee at 9:46 a.m.Without objection, the committee was adjourned.
