BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7346 FAX: (517) 373-9320 JOINT COMMITTEE MEETING MINUTES September 19, 2023 A joint meeting of the Senate Committee on Civil Rights, Judiciary, and Public Safety with the House Committee on Criminal Justice was scheduled for Tuesday, September 19, 2023, at 9:00 a.m., in the House Appropriations Room 352 of the State Capitol Building. The agenda summary is as follows: 1. Testimony regarding SB 424 (Sen. Shink). 2. Testimony regarding SB 425 (Sen. Shink). 3. Testimony regarding SB 426 (Sen. Wojno). 4. Testimony regarding SB 427 (Sen. McMorrow). At 9:04 a.m. the House Committee on Criminal Justice was called to order and the roll was called. A quorum was present. Chair Chang called the Senate Committee on Civil Rights, Judiciary and Public Safety to order at 9:06 a.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Runestad and Johnson, a quorum was present. The Chair entertained a motion by Sen. Shink to adopt the meeting minutes from September 14, 2023. Without objection, the minutes were adopted. Rep. Lightner, Rep. Muller and Sen. Shink were invited to summarize the bills for the committees. The following individuals were invited to present testimony: - Marcela Westrate, Michigan Indigent Defense Commission – Support - Jonathan Sacks, State Appellate Defender Office – Support - Brad Hall, State Appellate Defender Office – Support - Samantha Gibson, Michigan Association of Counties - Support The following individuals submitted testimony cards: Page 1 of 2 - Tom Hickson, MI Catholic Conference – Support - Nathan Triplett, State Bar of Michigan – Support SB’s 424 and 425 - Trevor VanDyke, Michigan Supreme Court – Support - Aaron Van Langevedle, MI Department of the Attorney General - Support The following individuals submitted written testimony: - Karen D. McDonald, Prosecuting Attorney Oakland County - Support The Chair moved to excuse absent members from the meeting. Without objection, Sen. Santana was excused from the meeting. There being no further business before the committee, the Chair moved to adjourn the committee.
