BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-2523 FAX: (517) 373-5669 COMMITTEE MEETING MINUTES February 15, 2024 A meeting of the Senate Committee on Economic and Community Development was scheduled for Thursday, February 15, 2024, at 12:00 noon, in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Adopted the Revised Committee Rules. 2. Testimony regarding SB 481 (Sen. Klinefelt). 3. Presentation by Hilary Doe, MI Chief Growth Officer. The Chair called the meeting to order. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McMorrow, Sen.(s) Cavanagh, Polehanki, McDonald Rivet, Moss, Geiss, Lindsey and Webber, a quorum was present. The Chair entertained a motion by Sen. Cavanagh to adopt the meeting minutes from November 2, 2023. Without objection, the minutes were adopted. The Chairman entertained a motion by Sen. Moss to adopt the committee rules. The vote was as follows: Yeas: Chair McMorrow, Sen.(s) Cavanagh, Polehanki, Moss, Geiss, and Webber. Nays: Sen.(s) Lindsey. The motion prevailed and the rules were adopted. The Chair invited Senator Klinefelt to summarize SB 481. The Chair invited the following individuals to present testimony regarding SB 481: Jasmine McKenney, East Michigan APEX Accelerator Program Director – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding Bree Anderson, MEDC – Support At 12:38 p.m. Senator McDonald-Rivet entered the meeting. The Chair invited Hilary Doe, Chief Growth Officer, for a presentation. Member questions followed. Page 1 of 2 The Chair entertained a motion by Sen. Moss to excuse absent members from the meeting. Without objection, Sen. Victory was excused from the meeting. There being no further business before the committee, the Chair moved to adjourn the committee.
