BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-2426 FAX: (517) 373-2964 COMMITTEE MEETING MINUTES February 20, 2024 A meeting of the Senate Committee on Natural Resources and Agriculture was scheduled for Tuesday, February 20, 2024, at 3:00 p.m., in the 1300 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding SB 683 (Sen. McCann) and SB 684 (Sen. McCann). 2. Testimony regarding SB 691 (Sen. Singh). The Chair called the meeting to order at 3:00 p.m.. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Shink, Sen.(s) Cherry, Singh, Polehanki, Daley, Victory and Hoitenga, a quorum was present. The Chair entertained a motion by Sen. Polehanki to adopt the meeting minutes from February 6, 2024. Without objection, the minutes were adopted. The Chair invited Sen. McCann to explain SB 683 and SB 684. Member questions followed. The Chair entertained a motion by Sen. Polehanki to adopt the (S-1) version of SB 683. The vote was as follows: Yeas: Chair Shink, Sen.(s) Cherry, Polehanki, Daley, Victory, and Hoitenga. Nays: None The motion prevailed and the (S-1) was adopted. The Chair invited the following individuals to present testimony regarding SB 683 and SB 684: Richard Sytsma, Self – Support Lori Sowle, City of Detroit Animal Control – Support Anne Heir, Self – Opposition Lana Carson, Self – Support Celeste Dunn, Self – Support Justin Tomei, MI United Conservation Club – Neutral Bob Darden, MI Assoc. of Purebred Dogs – Opposition Ann Marie Rogers, Self – Opposition The Chair invited Sen. Singh to explain SB 691. Page 1 of 2 The Chair invited the following individuals to present testimony regarding SB 691: Gregory Bird, Michigan Vegetable Council – Support Mikaylah Heffernan, MDARD – Support Rebecca Park, Michigan Farm Bureau – Support There being no further business before the committee, the Chair moved to adjourn the committee.
