BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7946 FAX: (517) 373-2678 COMMITTEE MEETING MINUTES March 11, 2019 A meeting of the Senate Committee on Appropriations was scheduled for Wednesday, March 11, 2019, at 2:00 p.m., in the Harry T. Gast Senate Appropriations Room of the Capitol Building. The agenda summary is as follows: 1. Reported SB 268 (Sen. Horn) with recommendation and immediate effect. The Chairman called the meeting to order at 2:00 p.m. He instructed the Clerk to call the roll. At that time, the following members were present; Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Nesbitt, Outman, Runestad, Schmidt, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer, a quorum was present. The Chairman invited Sen. Horn to summarize SB 268 and the (S-4) version for the committee. The Chairman read the cards of those individuals not wishing to testify regarding SB 268: Anne Mervenne, United Way Southeastern Michigan – Support Brad Williams, Detroit Regional Chamber – Support Rusty Merchant, Grand Rapids Chamber – Support Tim Sowton, Business Leaders for Michigan – Support Small Business Association of Michigan – Support Grand Rapids Chamber – Support Talent 2025 – Support Dan Papineau, Michigan Chamber – Support Todd Tennis, AFT – MI – Support Dr. David Michelson, Michigan Education Association – Support Delaney McKinley, Michigan Manufacturers Association – Support Erin Schor, Michigan Community College Association – Support Todd Gustafson, Kinexus – Support Dr. Trevor Kubatzke, Lake Michigan College – Support Tim Greimel, AFSCME Council 25 Doug Ross, Advisor to the Governor – Support The Chairman entertained a motion from Sen. Schmidt, supported by Sen. LaSata, to adopt the (S-4) version of SB 268. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Nesbitt, Outman, Runestad, Schmidt, Victory, Hertel, Hollier, Irwin, Santana, McCann and Bayer Nays: None The (S-4) version of SB 268 was adopted. Page 1 of 2 The Chairman entertained a motion from Sen. Hertel, supported by Sen. Victory, to report SB 268 (S-4) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, MacGregor, Bizon, LaSata, MacDonald, Nesbitt, Outman, Schmidt, Victory, Hertel, Hollier, Irwin, Santana, McCann and Bayer Nays: Sen.(s) Barrett and Runestad The bill was reported. The Chairman entertained a motion by Sen. MacGregor, supported by Sen. Bizon, to recommend immediate effect for SB 268 (S-4). Without objection, immediate effect was recommended. The Chairman entertained a motion by Sen. Bumstead, supported by Sen. Outman, to adjourn the Senate Committee on Appropriations.
