BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-0793 FAX: (517) 373-5607 COMMITTEE MEETING MINUTES November 12, 2020 A meeting of the Senate Committee on Regulatory Reform was scheduled for Thursday, November 12, 2020, at 4:00 p.m., in the Harry T. Gast Appropriations Room, 3rd Floor, Capitol Building. The agenda summary is as follows: 1. Reported HB 6190 (Rep. Webber) with recommendation. 2. Reported HB 5217 (Rep. Iden) with recommendation and immediate effect. 3. Reported HB 5218 (Rep. Tate) with recommendation and immediate effect. 4. Testimony regarding HB 5770 (Rep. Muller). 5. Testimony regarding HB 4213 (Rep. Berman). The Chair called the meeting to order at 4:02 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki and Wojno, a quorum was present. The Chair entertained a motion by Sen. Theis to adopt the meeting minutes from October 27, 2020. Without objection, the minutes were adopted. The Chair moved to excuse absent members. Without objection, Sen. Zorn was excused the from the days meeting. The Chair brought up HB 6190. The Chair entertained a motion by Sen. Theis to report the HB 6190 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Moss, Polehanki, and Wojno. Nays: None The motion prevailed and the bill was reported. The Chair brought up HB 5217. The Chair entertained a motion by Sen. Moss to report the HB 5217 to the floor with recommendation that it pass. The vote was as follows: Page 1 of 3 Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Moss, Polehanki, and Wojno. Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 5217. Without objection, immediate effect was recommended. The Chair brought up HB 5218. The Chair entertained a motion by Sen. Theis to report the HB 5218 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Moss, Polehanki, and Wojno. Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 5218. Without objection, immediate effect was recommended. The Chair brought up HB 5770, and invited John McNamara, of the Michigan Restaurant and Lodging Association to speak in support of the bill. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 5770: Bob DeVries, GCSI, representing Grub Hub – Support The Chair brought up HB 4213 and invited Rep. Berman to summarize the bill via Zoom. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 5770: David Marvin, MI Liquor Control Commission – Oppose Matt Saxton, Michigan Sheriffs Association – Oppose The Chair invited Sen. MacDonald to make a presentation to the Committee relative to the impact that the COVID-19 pandemic has had on charitable gaming. The Chair invited the following individuals to present testimony regarding the impact of the COVID-19 pandemic has had on charitable gaming: Lisa Baratta, River Poker Supply Heather Schuchaskie, Aces Gaming Supply Michael Horvath, Knights of Columbus Council #10006 David Murley, Michigan Gaming Control Board Jennifer Smith, Veterans of Foreign Wars Page 2 of 3 The Chair read the cards of those individuals not wishing to testify before the committee regarding the impact of the COVID-19 pandemic has had on charitable gaming: Katherine Hude, MI Charitable Gaming Association There being no further business before the committee, the Chair moved to adjourn the committee.
