- HOUSE OF REPRESENTATIVES COMMITTEE ON EDUCATION REP. MATT KOLESZAR CHAIR COMMITTEE MEETING MINUTES Tuesday, March 7, 2023 9:00 AM Room 521, House Office Building The House Committee on Education was called to order by Chair Koleszar. The Chair requested attendance be called: Present: Reps. Koleszar, Churches, Shannon, Weiss, Glanville, Conlin, Wegela, Greene, Markkanen, Paquette, Wendzel, Johnsen. Absent: Reps. Stone, Edwards. Excused: Reps. Stone, Edwards. Representative Paquette joined the committee remotely. Representative Conlin moved to adopt the meeting minutes from February 28, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4064 and HB 4157 before the committee: HB 4064 (Rep. Brenda Carter) A bill to amend 1976 PA 451, entitled "The revised school code," (MCL 380.1 to 380.1852) by adding section 1164c. HB 4157 (Rep. Coleman) A bill to amend 1976 PA 451, entitled "The revised school code," (MCL 380.1 to 380.1852) by adding section 1138a. Representative Wegela offered the following amendments to HB 4064: 1. Amend page 1, line 5, after "a" by inserting "list of". 2. Amend page 1, line 5, after "model" by striking out "program of" and inserting "programs for the". 3. Amend page 2, line 1, after "If" by striking out "a" and inserting "the list of". 4. Amend page 2, line 1, after "model" by striking out "program" and inserting "programs". 5. Amend page 2, line 5, after "incorporate" by inserting "at least 1 of". 6. Amend page 2, line 5, after "model" by striking out "program" and inserting "programs". 7. Amend page 2, line 7, by striking out "a" and inserting "the list of". 8. Amend page 2, line 7, after "model" by striking out "program" and inserting "programs". 9. Amend page 2, line 11, after "incorporate" by inserting "at least 1 of". 10. Amend page 2, line 12, by striking out "program" and inserting "programs". Representative Wegela moved to adopt the amendments to HB 4064. The motion prevailed 9- 0-1: FAVORABLE ROLL CALL Yeas: Reps. Koleszar, Churches, Shannon, Conlin, Wegela, Greene, Markkanen, Wendzel, Johnsen. Nays: None. Pass: Rep. Glanville. Representative Brenda Carter introduced HB 4064, as amended. Questions and discussion followed. Representative Coleman introduced HB 4157. Questions and discussion followed. The following people submitted a card in support of HB 4064, but did not wish to speak: David Randels, representing Oakland Schools. Sheryl Kennedy, representing the Michigan Department of Education. Matthew Schuller, representing the Michigan Association of Superintendents & Administrators. The following person submitted a card in support of HB 4157, but did not wish to speak: Sheryl Kennedy, representing the Michigan Department of Education. Representative Conlin moved to excuse Representatives Stone and Edwards from the meeting. There being no objection the motion prevailed by unanimous consent.
