- HOUSE OF REPRESENTATIVES COMMITTEE ON TRANSPORTATION, MOBILITY AND INFRASTRUCTURE REP. NATE SHANNON CHAIR COMMITTEE MEETING MINUTES Tuesday, March 7, 2023 10:30 AM Room 521, House Office Building The House Committee on Transportation, Mobility and Infrastructure was called to order by Chair Shannon. The Chair requested attendance be called: Present: Reps. Shannon, MacDonell, Coleman, Conlin, Farhat, Fitzgerald, Hoskins, Miller, Outman, Roth, Bruck, Kunse, St. Germaine. Absent: None. Excused: None. Representative Bruck joined the committee remotely. Representative Fitzgerald moved to adopt the meeting minutes from February 28, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HR 52 before the committee: HR 52 (Rep. Miller) A resolution to encourage the United States Federal Government to increase transparency and notification standards around the transportation of toxic waste materials across state and community lines. Representative Miller, joined by Kevin Krouse, Interim Director of Community Safety and Development for the City of Romulus Michigan, both testified in support of HR 52. Questions and discussion followed. Representative MacDonell moved to report out HR 52 with recommendation. The motion prevailed 12-0-0: FAVORABLE ROLL CALL Yeas: Reps. Shannon, MacDonell, Coleman, Conlin, Farhat, Fitzgerald, Hoskins, Miller, Outman, Roth, Kunse, St. Germaine. Nays: None. Pass: None. The following people submitted a card in support of HR 52 , but did not wish to speak: Donald Roach, representing SMART Union. BJ Trumble, representing the Michigan State Legislative Board. Tim Minotas, representing the Sierra Club Michigan Chapter. Amy O'Leary, representing the Southeast Michigan Council of Governments. The Chair laid the presentation from the Michigan Infrastructure and Transportation Association before the committee. Lance Binoniemi, representing the Michigan Infrastructure and Transportation Association, provided a presentation on Michigan Infrastructure Needs and Funding. Questions and discussion followed. The Chair laid the presentation from the American Council of Engineering Companies of Michigan before the committee. Jayson Nault, P.E. and Ron Brenke, P.E., both representing the American Council of Engineering Companies of Michigan, provided a presentation on the American Council of Engineering Companies of Michigan and Specific Infrastructure Needs in the State of Michigan. Questions and discussion followed. There being no further business before the committee, Chair Shannon adjourned the meeting at 11:34 AM.
