- HOUSE OF REPRESENTATIVES COMMITTEE ON HEALTH POLICY REP. JULIE M. ROGERS CHAIR COMMITTEE MEETING MINUTES Thursday, March 9, 2023 11:00 AM Room 519, House Office Building The House Committee on Health Policy was called to order by Chair Rogers. The Chair requested attendance be called: Present: Reps. Rogers, Whitsett, Brenda Carter, Haadsma, Neeley, Glanville, Coffia, Conlin, Farhat, Fitzgerald, Miller, Rheingans, VanderWall, Filler, Mueller, VanWoerkom, Roth, Schmaltz, Thompson. Absent: None. Excused: None. Representatives Brenda Carter, Neeley and Thompson joined the committee remotely. Representative Conlin moved to adopt the meeting minutes from March 2, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4167 before the committee: HB 4167 (Rep. Morgan) A bill to amend 1978 PA 368, entitled "Public health code," (MCL 333.1101 to 333.25211) by adding sections 5135 and 5135a. Representative Morgan testified in support of HB 4167. Questions and discussion followed. Anissa Reed, representing the National Organization for Rare Disorders, testified in support of HB 4167. Questions and discussion followed. Dr. Stephen Rapundalo, President and CEO of MichBio, testified in support of HB 4167. Questions and discussion followed. Laura Bonnell, representing The Bonnell Foundation: Living with Cystic Fibrosis, testified in support of HB 4167. Questions and discussion followed. The following people submitted a card in support of HB 4167, but did not wish to speak: Wayne County Prosecutor Kym Worthy, representing herself as mother to a daughter with sickle cell anemia.
