- HOUSE OF REPRESENTATIVES COMMITTEE ON CRIMINAL JUSTICE REP. KARA HOPE CHAIR COMMITTEE MEETING MINUTES Tuesday, March 14, 2023 9:00 AM Room 519, House Office Building The House Committee on Criminal Justice was called to order by Chair Hope. The Chair requested attendance be called: Present: Reps. Hope, Andrews, Breen, Young, Arbit, Dievendorf, Tsernoglou, Filler, Bezotte, Harris, BeGole. Absent: Reps. Tyrone Carter, Mueller. Excused: Reps. Tyrone Carter, Mueller. Representatives Andrews, Arbit and Dievendorf joined the committee remotely. Representative Tsernoglou moved to adopt the meeting minutes from March 7, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4202 before the committee: HB 4202 (Rep. Pohutsky) A bill to amend 1931 PA 328, entitled "The Michigan penal code," by amending section 520l (MCL 750.520l), as amended by 1988 PA 138. Representative Pohutsky testified in support of HB 4202. Questions and discussion followed. Heath Lowry, representing the Michigan Coalition to End Domestic and Sexual Violence, testified in support of HB 4202. The following person submitted a card with a neutral position on HB 4202, but did not wish to speak: Noah Smith, representing the Criminal Defense Attorneys of Michigan. The following people submitted a card in support of HB 4202, but did not wish to speak: Brandon Lanyon, representing the Prosecuting Attorneys Association of Michigan. Merissa Kovach, representing the ACLU of Michigan. Sara Morley LaCroix, representing themselves. Aaron Van Langevelde, representing the Michigan Department of Attorney General. Susie Sherman-Hall, representing the State Public Affairs Committee, Michigan Junior League. Megan Reynolds, representing the Michigan Poverty Law Program. Jess Averill, Michigan Domestic and Sexual Violence Prevention and Treatment Board. Chair Hope laid before the committee a presentation by the Vera Institute of Justice. Aiden Cotter, Senior Program Associate; and Madeline Bailey, Senior Program Associate, gave a presentation to the committee. Questions and discussion followed Representative Breen moved to excuse Representatives Tyrone Carter and Mueller from the meeting. There being no objection the motion prevailed by unanimous consent.
