- HOUSE OF REPRESENTATIVES COMMITTEE ON EDUCATION REP. MATT KOLESZAR CHAIR COMMITTEE MEETING MINUTES Tuesday, March 14, 2023 9:00 AM Room 521, House Office Building The House Committee on Education was called to order by Chair Koleszar. The Chair requested attendance be called: Present: Reps. Koleszar, Churches, Shannon, Stone, Weiss, Glanville, Conlin, Edwards, Wegela, Greene, Paquette, Wendzel, Johnsen. Absent: Rep. Markkanen. Excused: Rep. Markkanen. Representatives Paquette and Wendzel joined the committee remotely. Representative Conlin moved to adopt the meeting minutes from March 7, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4166 before the committee: HB 4166 (Rep. Koleszar) A bill to amend 1976 PA 451, entitled "The revised school code," by amending sections 502, 503, 507, 522, 528, 552, 561, and 705 (MCL 380.502, 380.503, 380.507, 380.522, 380.528, 380.552, 380.561, and 380.705), sections 502, 503, 507, 522, 528, 552, and 561 as amended by 2018 PA 601 and section 705 as amended by 2018 PA 23; and to repeal acts and parts of acts. Representative Stone moved to adopt substitute (H-1) to HB 4166. The motion prevailed 9-0- 2: FAVORABLE ROLL CALL Yeas: Reps. Koleszar, Churches, Shannon, Stone, Weiss, Glanville, Conlin, Edwards, Wegela. Nays: None. Pass: Reps. Greene, Johnsen. At 9:07 AM, the Chair laid the committee at ease. At 9:08 AM, Majority Vice Chair Churches called the committee back to order. Representative Koleszar introduced HB 4166, as substitute (H-1). Questions and discussion followed. At 9:18 AM, Majority Vice Chair Churches laid the committee at ease. At 9:19 AM, the Chair called the committee back to order. The Chair laid a presentation by the Michigan Department of Education before the committee. Dr. Sue Carnell, Chief Deputy Superintendent, and Mr. Chris Janzer, Assistant Director for the Office of Assessment and Accountability, of the Michigan Department of Education gave a presentation on the A-F system in Michigan. Questions and discussion followed. Dr. Ticheal Jones and Dan Quisenberry representing the Michigan Association of Public School Academies testified with a neutral position on HB 4166 and (H-1). Questions and discussion followed. Brad Williams representing the Detroit Regional Chamber testified in opposition to HB 4166. Questions and discussion followed. Lindsay Case Palsrok representing the Business Leaders of Michigan testified in opposition to HB 4166. Questions and discussion followed. Nate Henschel representing the Grand Rapids Chamber testified in opposition to HB 4166. Questions and discussion followed. Matthew Schueller representing the Michigan Association of Superintendents & Administrators testified in support of HB 4166. Lou Steigerwald representing the Superintendent at Norway-Vulcan Area Schools testified in support of HB 4166. The following person submitted a card with a neutral position on HB 4166, but did not wish to speak: Jason Mancini, representing the Michigan Council of Charter School Authorizers. The following people submitted a card in support of HB 4166, but did not wish to speak: Sheryl Kennedy, representing the Michigan Department of Education. Carol Weaver, representing the Detroit Public Schools Community District. Joe DeVault, representing the Macomb ISD. Chris Glass, representing the Education Advocates of West Michigan. Bob Kefgen, representing the Michigan Association of Secondary School Principals. Peter Spadafore, representing the Michigan Alliance for Student Opportunity. Mike Latvis, representing the Wayne Regional Educational Service Agency. David Randels, representing Oakland Schools. Dr. David Michelson, representing the Michigan Education Association. The following people submitted a card in opposition to HB 4166, but did not wish to speak: Molly Macek, representing the Mackinac Center for Public Policy. Beth DeShone, representing the Great Lakes Education Project Education Fund. Representative Johnsen moved to excuse Representative Markkanen from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair Koleszar adjourned the meeting at 10:18 AM.
