KELLY A BREEN CHAIR COMMITTEE MEETING MINUTES Wednesday, March 15, 2023 10:30 AM Room 521, House Office Building The House Committee on Judiciary was called to order by Chair Breen. The Chair requested attendance be called: Present: Reps. Breen, Edwards, Tyrone Carter, Hope, Arbit, Dievendorf, Hoskins, Tsernoglou, Fink, Wendzel, Wozniak, Outman, Johnsen. Absent: None. Excused: None. Representative Hope moved to adopt the meeting minutes from March 8, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4021 before the committee: HB 4021 (Rep. VanderWall) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending sections 81101, 81132, 81145, 81146, and 81150 (MCL 324.81101, 324.81132, 324.81145, 324.81146, and 324.81150), section 81101 as amended by 2020 PA 385 and sections 81132, 81145, 81146, and 81150 as added by 1995 PA 58. Representative VanderWall testified in support of HB 4021. Questions and discussion followed. Matt Saxton, Executive Director representing the Michigan Sheriffs' Association testified in support of HB 4021. Sgt. Robert Meyers representing the Lake County testified in support of HB 4021. Richard L. Martin, Lake County Sheriff testified in support of HB 4021. The following people submitted a card in support of HB 4021, but did not wish to speak: Taylor Ridderbusch, representing the Department of Natural Resources. Dr. Sarah Wallett representing the Planned Parenthood of Michigan testified in support of SB 2. Representative Hope moved to report out SB 2 with recommendation. The motion prevailed 8-5-0: FAVORABLE ROLL CALL Yeas: Reps. Breen, Edwards, Tyrone Carter, Hope, Arbit, Dievendorf, Hoskins, Tsernoglou. Nays: Reps. Fink, Wendzel, Wozniak, Outman, Johnsen. Pass: None. The Chair laid HB 4045 before the committee: HB 4045 (Rep. Schmaltz) A bill to create the volunteer employee criminal history system program; to impose a fee for conducting a national and state criminal history record information; and to provide for the powers and duties of certain state and local governmental officers and entities. Sgt. Travis Fletcher representing the Michigan State Police testified in support of HB 4045. The following people submitted a card in support of HB 4045, but did not wish to speak: Stephanie Johnson, representing the Michigan Association of Chiefs of Police. Representative Hope moved to adopt substitute (H-1) to HB 4045. The motion prevailed 13- 0-0: FAVORABLE ROLL CALL Yeas: Reps.
