ROGERS CHAIR COMMITTEE MEETING MINUTES Thursday, March 16, 2023 10:30 AM Room 519, House Office Building The House Committee on Health Policy was called to order by Chair Rogers. The Chair requested attendance be called: Present: Reps. Rogers, Whitsett, Brenda Carter, Haadsma, Neeley, Glanville, Coffia, Conlin, Farhat, Fitzgerald, Miller, Rheingans, VanderWall, Filler, Mueller, VanWoerkom, Roth, Schmaltz, Thompson. Absent: None. Excused: None. Representative Whitsett moved to adopt the meeting minutes from March 9, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4167 before the committee: HB 4167 (Rep. Morgan) A bill to amend 1978 PA 368, entitled "Public health code," (MCL 333.1101 to 333.25211) by adding sections 5135 and 5135a. Representative Morgan testified in support of HB 4167. The following people submitted a card in support of HB 4167, but did not wish to speak: Amy Zaagman, representing the Michigan Council for Maternal and Child Health. Norm Hess, representing the Michigan Association for Local Public Health. Representative Miller moved to adopt substitute (H-3) to HB 4167. The motion prevailed 19- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Rogers, Whitsett, Brenda Carter, Haadsma, Neeley, Glanville, Coffia, Conlin, Farhat, Fitzgerald, Miller, Rheingans, VanderWall, Filler, Mueller, VanWoerkom, Roth, Schmaltz, Thompson. Nays: None. Pass: None. Representative Glanville moved to report out HB 4167 with recommendation, as substitute (H-3). The motion prevailed 19-0-0: FAVORABLE ROLL CALL Yeas: Reps. Rogers, Whitsett, Brenda Carter, Haadsma, Neeley, Glanville, Coffia, Conlin, Farhat, Fitzgerald, Miller, Rheingans, VanderWall, Filler, Mueller, VanWoerkom, Roth, Schmaltz, Thompson. Nays: None. Pass: None. The Chair laid HB 4224 before the committee: HB 4224 (Rep. Rogers) A bill to amend 1939 PA 280, entitled "The social welfare act," by repealing sections 107a and 107b (MCL 400.107a and 400.107b). At 10:39 AM, the Chair laid the committee at ease. At 10:40 AM, Majority Vice Chair Whitsett called the committee back to order. Chari Rogers testified in support of HB 4224. Questions and discussion followed. At 10:51 AM, Majority Vice Chair Whitsett laid the committee at ease. At 10:52 AM, the Chair called the committee back to order. Rachel Richards and Amber Bellazaire, both representing the Michigan League for Public Policy, testified in support of HB 4224.
