TYRONE CARTER CHAIR COMMITTEE MEETING MINUTES Tuesday, March 21, 2023 10:30 AM Room 519, House Office Building The House Committee on Regulatory Reform was called to order by Chair Tyrone Carter. The Chair requested attendance be called: Present: Reps. Tyrone Carter, Liberati, Neeley, Scott, Young, Grant, McFall, Snyder, Wilson, Mueller, Filler, Wendzel, Aragona, Bierlein, Neyer. Absent: None. Excused: None. Representative McFall moved to adopt the meeting minutes from March 7, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid before the committee a presentation by David Marvin and Kerry Krone, representing the Michigan Liquor Control Commission. Questions and discussion followed. The Chair laid HB 4132 and HB 4133 before the committee: HB 4132 (Rep. Snyder) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending sections 907 and 909 (MCL 257.907 and 257.909), section 907 as amended by 2020 PA 382 and section 909 as amended by 2000 PA 94, and by adding sections 2c, 627c, and 907a. HB 4133 (Rep. Mueller) A bill to amend 1961 PA 236, entitled "Revised judicature act of 1961," by amending section 8379 (MCL 600.8379), as amended by 2000 PA 93. Representative Snyder and Representative Mueller testified in support of HB 4132 and HB 4133. Questions and discussion followed. Mark Hutchinson, representing Blue Line Solutions, testified in support of HB 4132 and HB 4133. Questions and discussion followed. Lance Binoniemi, representing the Michigan Infrastructure and Transportation Association, testified in support of HB 4132 and HB 4133. Jonathon Byrd, representing the Michigan Laborers District Council, testified in support of HB 4132 and HB 4133. The following person submitted a card in opposition to HB 4132 and HB 4133, but did not wish to speak: Debbie Mikula, representing the Michigan Library Association. The Chair laid HB 4201 before the committee: HB 4201 (Rep. Grant) A bill to amend 1998 PA 58, entitled "Michigan liquor control code of 1998," by amending section 537a (MCL 436.1537a), as amended by 2021 PA 64. Representative Grant and John McNamara, representing the Michigan Restaurant and Lodging Association, testified in support of HB 4201. Questions and discussion followed. Mike Tobias, representing the Michigan Alcohol Policy Promoting Health & Safety, testified in opposition to HB 4201. Mason Doerr, representing the Michigan Licensed Beverage Association, and John Vlahakis, restauranter, testified in support of HB 4201. Questions and discussion followed. The following people submitted a card in support of HB 4201, but did not wish to speak: Paige Fults, representing the Michigan Department of Licensing and Regulatory Affairs. Nate Henschel, representing the Grand Rapids Chamber. Leah Robinson, representing the Michigan Chamber of Commerce. Brendan Ringlever, representing the Michigan Spirits Association. Matt Sowash, representing the Distilled Spirits Council of the United States. There being no further business before the committee, Chair Tyrone Carter adjourned the meeting at 11:44 AM.
