- HOUSE OF REPRESENTATIVES COMMITTEE ON INSURANCE AND FINANCIAL SERVICES REP. BRENDA CARTER CHAIR COMMITTEE MEETING MINUTES Thursday, March 23, 2023 9:00 a.m. Room 521, House Office Building The House Committee on Insurance and Financial Services was called to order by Chair Brenda Carter. The Chair requested attendance be called: Present: Reps. Brenda Carter, McFall, Coleman, Stone, Breen, Rogers, Scott, Young, Fitzgerald, Grant, Harris, Markkanen, Bezotte, Aragona, Bruck, Neyer, Smit. Absent: None. Excused: None. Representative Bruck joined the committee remotely. Representative Young moved to adopt the meeting minutes from March 16, 2023. There being no objections, the motion prevailed by unanimous consent. The Chair laid before the committee a PowerPoint presentation presented by the Michigan Bankers Association. The following presenters testified on Michigan Banks: Patricia Herndon, Chief Policy Officer of the Michigan Bankers Association; Alex Morris, Assistant Vice-President of Advocacy for the Michigan Bankers Association; and Kenneth Kelly, Chairman and Chief Executive Officer for First Independence Bank. Questions and discussion followed. The Chair laid SB 101 before the committee: SB 101 (Sen. Anthony) A bill to amend 1956 PA 218, entitled "The insurance code of 1956," by amending sections 5228, 5230, and 5245 (MCL 500.5228, 500.5230, and 500.5245), as amended by 2020 PA 266. Remy Gelderloos, Legislative Director for Senator Anthony, the bill sponsor, explained SB 101. Gabe Basso; Manager of State Governmental Relations at Blue Cross Blue Shield of Michigan testified in support of SB 101. The following people submitted a card in support of SB 101, but did not wish to speak: Dyck Van Koevering, General Counsel for the Insurance Alliance of Michigan; Christine Shearer, Deputy Director of Legislation and Advocacy for Michigan Association of Health Plans; Rob Anderson, Manager of Government Relations at Farm Bureau; and Joseph Sullivan, Legislative Liaison at Michigan Department of Insurance and Financial Services. Representative Breen moved to report out SB 101 with recommendation. The motion prevailed 10-0-6: FAVORABLE ROLL CALL Yeas: Reps. Brenda Carter, McFall, Coleman, Stone, Breen, Rogers, Scott, Young, Fitzgerald, Grant. Nays: None. Pass: Reps. Harris, Markkanen, Bezotte, Aragona, Neyer, Smit. There being no further business before the committee, Representative Scott moved to adjourn.
