LAURIE POHUTSKY CHAIR COMMITTEE MEETING MINUTES Thursday, March 23, 2023 10:30 AM Room 327, House Office Building The House Committee on Natural Resources, Environment, Tourism and Outdoor Recreation was called to order by Chair Pohutsky. The Chair requested attendance be called: Present: Reps. Pohutsky, Hill, Shannon, Arbit, McFall, Paiz, Martin, Prestin, Schriver. Absent: None. Excused: None. Representative Arbit moved to adopt the meeting minutes from March 16, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4083 before the committee: HB 4083 (Rep. Rogers) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," (MCL 324.101 to 324.90106) by adding subpart 3 to part 147. Representative Rogers introduced the substitute (H-2) for HB 4083. The Chair laid a presentation by the Composting Council of Michigan before the committee. Bill Whitley from the Composting Council of Michigan gave an overview presentation of the organization. Questions and discussion followed. The Committee returned to consideration of HB 4083. The following person submitted a card with a neutral position on HB 4083, but did not wish to speak: Michelle Batora, representing the Michigan Cleaners Association. The following person submitted a card in support of HB 4083, but did not wish to speak: Yousef Rabhi, representing the Michigan Nurses Association. Representative Hill moved to adopt substitute (H-2) to HB 4083. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Pohutsky, Hill, Shannon, Arbit, McFall, Paiz, Martin, Prestin, Schriver. Nays: None. Pass: None. Representative Prestin offered the following amendment to HB 4083: 1. Amend page 3, line 8, after "than" by striking out "$10,000.00." and inserting "$1,000.00.". Representative Prestin moved to adopt the amendment to HB 4083. The motion did not prevail 3-6-0: UNFAVORABLE ROLL CALL Yeas: Reps. Martin, Prestin, Schriver. Nays: Reps. Pohutsky, Hill, Shannon, Arbit, McFall, Paiz. Pass: None. Representative Martin offered the following amendments to HB 4083: 1. Amend page 2, line 10, after "the" by striking out "cost-share" and inserting "one hundred percent grant". 2. Amend page 2, line 14, after "the" by striking out "cost-share" and inserting "one hundred percent grant". 3. Amend page 2, line 18, after "a" by striking out "cost-share" and inserting "one hundred percent grant". 4. Amend page 2, line 29, after the second "the" by striking out "cost-share" and inserting "one hundred percent grant". Representative Martin moved to adopt the amendments to HB 4083. The motion did not prevail 2-7-0: UNFAVORABLE ROLL CALL Yeas: Reps. Martin, Prestin. Nays: Reps. Pohutsky, Hill, Shannon, Arbit, McFall, Paiz, Schriver. Pass: None. Representative Martin offered the following amendments to HB 4083: 1. Amend page 1, line 4, after "a" by striking out "dry cleaning". 2. Amend page 1, line 5, after the second "a" by striking out "dry cleaning". 3. Amend page 1, line 8, by striking out "dry cleaning". Representative Martin moved to adopt the amendments to HB 4083. The motion did not prevail 2-7-0: UNFAVORABLE ROLL CALL Yeas: Reps. Martin, Prestin. Nays: Reps. Pohutsky, Hill, Shannon, Arbit, McFall, Paiz, Schriver. Pass: None. Representative Hill moved to report out HB 4083 with recommendation, as substitute (H-2). The motion prevailed 7-2-0: FAVORABLE ROLL CALL Yeas: Reps. Pohutsky, Hill, Shannon, Arbit, McFall, Paiz, Prestin. Nays: Reps. Martin, Schriver. Pass: None.
