NATE SHANNON CHAIR COMMITTEE MEETING MINUTES Tuesday, April 11, 2023 10:30 AM Room 521, House Office Building The House Committee on Transportation, Mobility and Infrastructure was called to order by Chair Shannon. The Chair requested attendance be called: Present: Reps. Shannon, MacDonell, Conlin, Farhat, Fitzgerald, Hoskins, Miller, Outman, Roth, Bruck, Kunse, St. Germaine. Absent: Rep. Coleman. Excused: None. Representative Bruck joined the committee remotely. Representative Roth moved to adopt the meeting minutes from March 21, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4250, HB 4251 and HB 4252 before the committee: HB 4250 (Rep. Koleszar) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 602b (MCL 257.602b), as amended by 2016 PA 332. HB 4251 (Rep. Tyrone Carter) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending sections 319, 319b, and 320a (MCL 257.319, 257.319b, and 257.320a), section 319 as amended by 2020 PA 376, section 319b as amended by 2015 PA 11, and section 320a as amended by 2018 PA 349. HB 4252 (Rep. Mueller) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending sections 602c, 732, and 907 (MCL 257.602c, 257.732, and 257.907), section 602c as added by 2012 PA 592, section 732 as amended by 2017 PA 160, and section 907 as amended by 2020 PA 382. Representative Koleszar testified in support of HB 4250, HB 4251 and HB 4252. Questions and discussion followed. Steve Kiefer, Paula Kiefer, and Lexi Kiefer, representing the Kiefer Foundation, all testified in support of HB 4250, HB 4251 and HB 4252. Questions and discussion followed. Jim Santilli, representing the Transportation Improvement Association, testified in support of HB 4250, HB 4251 and HB 4252. Jane Horal, wife of distracted driving victim Dan Horal, testified in support of HB 4250, HB 4251 and HB 4252. Questions and discussion followed. James Freybler, representing Stay Alive Don't Text and Drive, testified in support of HB 4250, HB 4251 and HB 4252. Jerome Reide, J.D., Ph.D., representing the Michigan Department of Civil Rights, testified in opposition to HB 4250. The following people submitted a card in support of HB 4250, HB 4251 and HB 4252, but did not wish to speak: Mike Spence, representing the Southeast Michigan Council of Governments. Karen Johston, representing Toyota Motor North America. John Lindenmayer, representing the League of Michigan Bicyclists. Brian Shoaf, representing the Detroit Regional Chamber. Paul Corbett, representing MICHauto. Brian O'Connel, representing General Motors. Craig Ryan, representing AAA-The Auto Club Group. Sergeant Travis Fletcher, representing the Michigan State Police. The following person submitted a card with a neutral position on HB 4250 but did not wish to speak: Ed Hude, representing the American Radio Relay League.
