- HOUSE OF REPRESENTATIVES COMMITTEE ON TAX POLICY REP. CYNTHIA NEELEY CHAIR COMMITTEE MEETING MINUTES Wednesday, April 12, 2023 12:00 PM Room 521, House Office Building The House Committee on Tax Policy was called to order by Chair Neeley. The Chair requested attendance be called: Present: Reps. Neeley, Farhat, Brixie, Brenda Carter, Grant, Price, VanWoerkom, Markkanen, Outman, Tisdel, Hoadley. Absent: Rep. Whitsett. Excused: Rep. Whitsett. Representative Farhat moved to adopt the meeting minutes from March 15, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4068 before the committee: HB 4068 (Rep. Hood) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," (MCL 206.1 to 206.847) by adding section 253. Representative Hood testified in support of HB 4068. Questions and discussion followed. Susan Smith and Dave Bilardello, representing Corewell Health West, testified in support of HB 4068. Gitesh Dubal, representing Versiti Michigan, testified in support of HB 4068. Questions and discussion followed. Diane Calmus, representing America's Blood Centers, testified in support of HB 4068. Questions and discussion followed. The following people submitted a card in support of HB 4068, but did not wish to speak: Andy Daniels, representing Hills and Dales Healthcare. James Falahee, Jr., representing the Bronson Healthcare Group. Steve Sorenson, representing Holland Hospital. Bel Martin, representing Ascension. Ronald Grifka, representing the University of Michigan Health-West. Sam Champagne, representing Henry Ford Health. Sean Sorenson-Abbott, representing the Michigan Health and Hospital Association. Autumn Gillard, representing Trinity Health. Norm Hess, representing the Michigan Association for Local Public Health. Representative Grant offered the following amendments to HB 4068: 1. Amend page 1, line 2, after "2023" by inserting "and subject to the applicable limitations in this section". 2. Amend page 2, line 1, after "section." by inserting "An individual taxpayer shall not claim a credit under this section for more than 6 verified blood donations in a single tax year.". Representative Grant moved to adopt the amendments to HB 4068. The motion prevailed 11- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Neeley, Farhat, Brixie, Brenda Carter, Grant, Price, VanWoerkom, Markkanen, Outman, Tisdel, Hoadley. Nays: None. Pass: None. Representative Farhat moved to excuse Representative Whitsett from the meeting. There being no objection the motion prevailed by unanimous consent.
