- HOUSE OF REPRESENTATIVES COMMITTEE ON INSURANCE AND FINANCIAL SERVICES REP. BRENDA CARTER CHAIR COMMITTEE MEETING MINUTES Thursday, April 13, 2023 9:00 a.m. Room 521, House Office Building The House Committee on Insurance and Financial Services was called to order by Chair Brenda Carter. The Chair requested attendance be called: Present: Reps. Brenda Carter, McFall, Coleman, Stone, Breen, Rogers, Scott, Young, Fitzgerald, Harris, Markkanen, Bezotte, Aragona, Bruck, Neyer, Smit. Absent: Rep. Grant. Excused: Rep. Grant. Representative Bruck joined the committee remotely. Representative Fitzgerald moved to adopt the meeting minutes from March 23, 2023. There being no objections, the motion prevailed by unanimous consent. The Chair laid HB 4376 before the committee: HB 4376 (Rep. Brenda Carter) A bill to amend 1956 PA 218, entitled "The insurance code of 1956," by amending section 1207 (MCL 500.1207), as amended by 2018 PA 449. At 9:07 a.m., the Chair laid the committee at ease. At 9:08 a.m., Majority Vice Chair McFall called the committee back to order. The Chair explained HB 4376. The Chair asked Joseph Sullivan, Legislative Liaison at Michigan Department of Insurance and Financial Services DIFS. and Michelle Riddering, Director of the Office of Insurance Licensing and Market Conduct in (DIFS), to join her and to address two members questions. At 9:17 a.m., Majority Vice Chair McFall laid the committee at ease. At 9:18 a.m., the Chair called the committee back to order. Joseph Sullivan and Michelle Riddering, both representing the Michigan Department of Insurance Financial Services, testified in support of HB 4376. Questions and discussion followed. The Chair laid before the committee a PowerPoint presentation presented by the Michigan Association of Health Plans. Dominick Pallone, Executive Director for the Michigan Association of Health Plans (MAHP), testified on MAHP: Your Source for Health Care Information. Questions followed. The Chair laid before the committee a PowerPoint presentation presented by Blue Cross Blue Shield. Mark Cook, Vice-President of Government and Regulatory Affairs for Blue Cross Blue Shield of Michigan testified Blue Cross Blue Shield of Michigan-A nonprofit mutual insurer. Questions and discussion followed. Representative Scott moved to excuse Representative Grant from the meeting. There being no objections, the motion prevailed by unanimous consent. There being no further business before the committee, Representative Neyer moved to adjourn.
