HOUSE OF REPRESENTATIVES COMMITTEE ON TAX POLICY REP. CYNTHIA NEELEY CHAIR COMMITTEE MEETING MINUTES Wednesday, April 19, 2023 12:00 PM Room 521, House Office Building The House Committee on Tax Policy was called to order by Chair Neeley. The Chair requested attendance be called: Present: Reps. Neeley, Farhat, Brixie, Brenda Carter, Grant, Price, VanWoerkom, Markkanen, Tisdel, Hoadley. Absent: Reps. Whitsett, Outman. Excused: Reps. Whitsett, Outman. Representative Brixie moved to adopt the meeting minutes from April 12, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4084 before the committee: HB 4084 (Rep. Shannon) A bill to amend 2014 PA 92, entitled "State essential services assessment act," (MCL 211.1051 to 211.1061) by adding section 7a. Representative Shannon testified in support of HB 4084. Questions and discussion followed. Jennifer Varney and Mark Vanderpool, representing the City of Sterling Heights, and John LeMacchia, representing the Michigan Municipal League, testified in support of HB 4084. Questions and discussion followed. David Ruman, representing J.G. Kern Enterprises, testified in support of HB 4084. Questions and discussion followed. Mike Johnston, representing the Michigan Manufacturers Association, testified in support of HB 4084. Questions and discussion followed. Peter Morman, and David Buick, representing the Michigan Department of Treasury, testified with a neutral position on HB 4084. The following people submitted a card in support of HB 4084, but did not wish to speak: Amanda Tomich, representing the Michigan Assessors Association. Michigan Township Association. Representative Farhat moved to report out HB 4084 with recommendation. The motion prevailed 10-0-0: FAVORABLE ROLL CALL Yeas: Reps. Neeley, Farhat, Brixie, Brenda Carter, Grant, Price, VanWoerkom, Markkanen, Tisdel, Hoadley. Nays: None. Pass: None. Representative Price moved to excuse Representatives Whitsett and Outman from the meeting. There being no objection the motion prevailed by unanimous consent.
