BRENDA CARTER CHAIR COMMITTEE MEETING MINUTES Thursday, April 20, 2023 9:00 AM Room 521, House Office Building The House Committee on Insurance and Financial Services was called to order by Chair Brenda Carter. The Chair requested attendance be called: Present: Reps. Brenda Carter, McFall, Coleman, Stone, Breen, Rogers, Scott, Young, Fitzgerald, Grant, Harris, Markkanen, Bezotte, Aragona, Bruck, Neyer, Smit. Absent: None. Excused: None. Representative Bruck joined the committee remotely. Representative Rogers moved to adopt the meeting minutes from April 13, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4376 before the committee: HB 4376 (Rep. Brenda Carter) A bill to amend 1956 PA 218, entitled "The insurance code of 1956," by amending section 1207 (MCL 500.1207), as amended by 2018 PA 449. Joseph Sullivan representing the Michigan Department of Insurance and Financial Services testified in support of HB 4376, as proposed substitute (H-1). Representative Fitzgerald moved to adopt substitute (H-1) to HB 4376. The motion prevailed 16-0-0: FAVORABLE ROLL CALL Yeas: Reps. Brenda Carter, McFall, Coleman, Stone, Breen, Rogers, Scott, Young, Fitzgerald, Grant, Harris, Markkanen, Bezotte, Aragona, Neyer, Smit. Nays: None. Pass: None. The following people submitted a card in support of HB 4376, but did not wish to speak: Alex Hougeman, representing Big I Michigan. Rob Anderson, representing the Michigan Farm Bureau. Marcia Hune, representing the Life Insurance Association of Michigan. Chuck May, representing the National Association of Insurance and Financial Advisors - Michigan. Representative Fitzgerald moved to report out HB 4376 with recommendation, as substitute (H-1). The motion prevailed 16-0-0: FAVORABLE ROLL CALL Yeas: Reps. The Chair laid HB 4377 before the committee: HB 4377 (Rep. Brenda Carter) A bill to amend 1937 PA 94, entitled "Use tax act," by amending section 4d (MCL 205.94d), as amended by 2015 PA 172. Representative Stone moved to refer HB 4377 to the Committee on Tax Policy. The motion prevailed 16-0-0: FAVORABLE ROLL CALL Yeas: Reps. The Chair laid before the committee a presentation on The Institutes Griffith Foundation. Frank Paul Tomasello, Executive Director of The Institutes Griffith Foundation and Dr. Robert W. Klein, Professor Emeritus of Risk Management with Georgia State University, and Affiliate Senior Research Fellow with Temple University gave the presentation. Questions and discussion followed. There being no further business before the committee, Representative Harris moved to adjourn. Chair Brenda Carter adjourned the meeting at 10:16 AM.
