HOUSE OF REPRESENTATIVES COMMITTEE ON LABOR REP. JIM HAADSMA CHAIR COMMITTEE MEETING MINUTES Thursday, April 20, 2023 9:00 AM Room 326, House Office Building The House Committee on Labor was called to order by Chair Haadsma. The Chair requested attendance be called: Present: Reps. Haadsma, Mentzer, Koleszar, O'Neal, Andrews, Churches, Wegela, Wozniak, Mueller, Kunse. Absent: None. Excused: None. Representative Koleszar moved to adopt the meeting minutes from April 13, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4233 before the committee: HB 4233 (Rep. Churches) A bill to amend 1947 PA 336, entitled "An act to prohibit strikes by certain public employees; to provide review from disciplinary action with respect thereto; to provide for the mediation of grievances and the holding of elections; to declare and protect the rights and privileges of public employees; to require certain provisions in collective bargaining agreements; to prescribe means of enforcement and penalties for the violation of the provisions of this act; and to make appropriations," by amending section 10 (MCL 423.210), as amended by 2014 PA 414. Representative Churches moved to adopt substitute (H-1) to HB 4233. The motion prevailed 7-3-0: FAVORABLE ROLL CALL Yeas: Reps. Haadsma, Mentzer, Koleszar, O'Neal, Andrews, Churches, Wegela. Nays: Reps. Wozniak, Mueller, Kunse. Pass: None. Representative Churches, and Matt Race, from Grosse Ile Schools, testified in support of HB 4233. Questions and discussion followed. Kathi Martin, representing the Dearborn Federation of Teachers, testified in support of HB 4233. Rick Catherman, representing the Michigan Education Association, testified in support of HB 4233. Questions and discussion followed. Steve Rzeppa, representing the American Federation of State, County and Municipal Employees, testified in support of HB 4233. Lakia Wilson, representing the Detroit Federation of Teachers 23, testified in support of HB 4233. Jima Gilbert-Thomas, representing the Michigan Education Association, testified in support of HB 4233. The following people submitted a card in support of HB 4233, but did not wish to speak: Andy Neumann, representing the Michigan Education Association. Ryan Sebolt, representing the Michigan American Federation of Labor and Congress of Industrial Organizations. Beth Byrd, representing the Service Employees International Union Michigan. Jonavan Luckey, representing the Service Employees International Union 517M. Jennifer Smith, representing the Michigan Association of School Boards. Jenell Mansfield, representing the American Federation of Teachers Michigan. The following people submitted a card in opposition to HB 4233, but did not wish to speak: Steve Delie, representing the Mackinac Center for Public Policy. Amanda Fisher, representing the National Federation of Independent Business. There being no further business before the committee, Chair Haadsma adjourned the meeting at 9:56 AM.
