- HOUSE OF REPRESENTATIVES COMMITTEE ON ELECTIONS REP. PENELOPE TSERNOGLOU CHAIR COMMITTEE MEETING MINUTES Tuesday, May 9, 2023 10:30 AM Room 327, House Office Building The House Committee on Elections was called to order by Chair Tsernoglou. The Chair requested attendance be called: Present: Reps. Tsernoglou, Wegela, Hope, Koleszar, Byrnes, Churches, Smit, DeBoyer. Absent: None. Excused: None. Representative Churches moved to adopt the meeting minutes from April 20, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4210 and HB 4413 before the committee: HB 4210 (Rep. Glanville) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending section 759a (MCL 168.759a), as amended by 2022 PA 197; and to repeal acts and parts of acts. HB 4413 (Rep. Hood) A bill to amend 1976 PA 388, entitled "Michigan campaign finance act," by amending sections 3, 6, and 9 (MCL 169.203, 169.206, and 169.209), section 3 as amended by 2017 PA 119 and sections 6 and 9 as amended by 2019 PA 93. Secretary of State Jocelyn Benson, representing the Michigan Department of State, testified in support of HB 4210 and HB 4413. Questions and discussion followed. Susan Greenhalgh, representing Free Speech for People, testified in opposition to HB 4210. Susannah Goodman, representing Common Cause, testified in opposition to HB 4210.
