HOUSE OF REPRESENTATIVES COMMITTEE ON ENERGY, COMMUNICATIONS, AND TECHNOLOGY REP. HELENA SCOTT CHAIR COMMITTEE MEETING MINUTES Wednesday, May 10, 2023 9:00 AM Room 519, House Office Building The House Committee on Energy, Communications, and Technology was called to order by Chair Scott. The Chair requested attendance be called: Present: Reps. Scott, Andrews, Coleman, Neeley, Byrnes, Churches, Hill, MacDonell, McFall, Wendzel, Outman, Aragona, BeGole, Greene, Prestin, Schmaltz. Absent: Rep. Whitsett. Excused: Rep. Whitsett. Representative Andrews moved to adopt the meeting minutes from April 19, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4414 before the committee: HB 4414 (Rep. Scott) A bill to amend 1984 PA 431, entitled "The management and budget act," (MCL 18.1101 to 18.1594) by adding section 290. At 9:01 AM, the Chair laid the committee at ease. At 9:01 AM, Majority Vice Chair Andrews called the committee back to order. Representative Scott and Todd Cook, representing the Michigan Department of Labor and Economic Opportunity, testified in support of HB 4414. Questions and discussion followed. At 9:11 AM, Majority Vice Chair Andrews laid the committee at ease. At 9:11 AM, the Chair called the committee back to order. The following person submitted a card in support of HB 4414, but did not wish to speak: Bree Anderson, representing the Michigan Department of Technology, Management and Budget. The Chair laid HB 4066 before the committee: HB 4066 (Rep. Coleman) A bill to create the Michigan high-speed internet office; to prescribe the powers and duties of the Michigan high-speed internet office; to allow the provision of grants and other financial and technical assistance related to broadband and digital infrastructure; and to provide the powers and duties of certain state officers and entities. Representative Coleman testified in support of HB 4066. Eric Frederick and Mark Cook, representing the Michigan Department of Labor and Economic Opportunity, testified in support of HB 4066. Questions and discussion followed. The following people submitted a card in support of HB 4066, but did not wish to speak: Sue and Tom VanDeventer, Petoskey residents. Shakti Rambarran, representing the Michigan Organization on Adolescent Sexual Health. John Petkus, a Rudyard resident. Tom Corrigan, representing the City of Mackinac Island. Joanne Galloway, a Lansing resident. Jennie Hoffman, representing the Center for Change Michigan. Gary Wellnitz, representing the AFTMI. Rob Lyerla, representing the MI Rural Advocates. Bob Thompson, representing the Michigan Farmers Union. Representative Neeley moved to excuse Representative Whitsett from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair Scott adjourned the meeting at 9:44 AM.
