- HOUSE OF REPRESENTATIVES COMMITTEE ON LOCAL GOVERNMENT AND MUNICIPAL FINANCE REP. JOHN FITZGERALD CHAIR COMMITTEE MEETING MINUTES Wednesday, May 10, 2023 12:00 PM Room 519, House Office Building The House Committee on Local Government and Municipal Finance was called to order by Chair Fitzgerald. The Chair requested attendance be called: Present: Reps. Fitzgerald, Byrnes, Shannon, Breen, Rogers, Hill, Hoskins, Paiz, Zorn, Paquette, Bezotte, BeGole, Prestin. Absent: None. Excused: None. Representative Breen moved to adopt the meeting minutes from April 19, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4375 before the committee: HB 4375 (Rep. Grant) A bill to amend 2003 PA 258, entitled "Land bank fast track act," by amending section 3 (MCL 124.753). Representative Grant explained substitute (H-1) to HB 4375. Questions and discussion followed. Emily Doerr, representing the State Land Bank, testified in support of HB 4375. The following person submitted a card in support of HB 4375, but did not wish to speak: Dawn Crandall, representing the Homebuilders Association of Michigan. Representative Rogers moved to adopt substitute (H-1) to HB 4375. The motion prevailed 8- 5-0: FAVORABLE ROLL CALL Yeas: Reps. Fitzgerald, Byrnes, Shannon, Breen, Rogers, Hill, Hoskins, Paiz. Nays: Reps. Zorn, Paquette, Bezotte, BeGole, Prestin. Pass: None. Representative Hoskins moved to report out HB 4375 with recommendation, as substitute (H- 1). The motion prevailed 8-5-0: FAVORABLE ROLL CALL Yeas: Reps. Fitzgerald, Byrnes, Shannon, Breen, Rogers, Hill, Hoskins, Paiz. Nays: Reps. Zorn, Paquette, Bezotte, BeGole, Prestin. Pass: None.
