CYNTHIA NEELEY CHAIR COMMITTEE MEETING MINUTES Wednesday, May 10, 2023 12:00 PM Room 521, House Office Building The House Committee on Tax Policy was called to order by Chair Neeley. The Chair requested attendance be called: Present: Reps. Neeley, Farhat, Brixie, Brenda Carter, Whitsett, Grant, Price, VanWoerkom, Markkanen, Outman, Tisdel, Hoadley. Absent: None. Excused: None. Representative Brixie moved to adopt the meeting minutes from April 19, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4377 and HB 4378 before the committee: HB 4377 (Rep. Brenda Carter) A bill to amend 1937 PA 94, entitled "Use tax act," by amending section 4d (MCL 205.94d), as amended by 2015 PA 172. HB 4378 (Rep. Neeley) A bill to amend 1933 PA 167, entitled "General sales tax act," by amending section 4g (MCL 205.54g), as amended by 2015 PA 171. Representative Whitsett moved to adopt substitute (H-1) to HB 4377. The motion prevailed 11-0-0: FAVORABLE ROLL CALL Yeas: Reps. Neeley, Farhat, Brixie, Brenda Carter, Whitsett, Price, VanWoerkom, Markkanen, Outman, Tisdel, Hoadley. Nays: None. Pass: None. Representative Whitsett moved to adopt substitute (H-1) to HB 4378. The motion prevailed 10-0-1: FAVORABLE ROLL CALL Yeas: Reps. Neeley, Farhat, Brixie, Brenda Carter, Whitsett, Price, VanWoerkom, Outman, Tisdel, Hoadley. Nays: None. Pass: Rep. Markkanen. Representative Carter and Representative Neeley, testified in support of HB 4377 and HB 4378. Amanda West and David Matelski, representing the Michigan Department of Treasury along with Craig Johnson, representing the Streamlined Sales Tax Governing Board, testified in support of HB 4377 and HB 4378. Questions and discussion followed. The following person submitted a card in support of HB 4377 and HB 4378, but did not wish to speak: Mark Griffin, representing the Michigan Petroleum Association. The following people submitted a card in opposition to HB 4377 and HB 4378, but did not wish to speak: Brian Shoaf, representing the Detroit Regional Chamber. Leah Robinson, representing the Michigan Chamber of Commerce. Matt Breslin, representing the National Association of Theatre Owners of Michigan. Representative Price moved to report out HB 4377 with recommendation, as substitute (H-1). The motion prevailed 7-5-0: FAVORABLE ROLL CALL Yeas: Reps.
