ROGERS CHAIR COMMITTEE MEETING MINUTES Thursday, May 11, 2023 1:30 PM Room 519, House Office Building The House Committee on Health Policy was called to order by Chair Rogers. The Chair requested attendance be called: Present: Reps. Rogers, Brenda Carter, Haadsma, Neeley, Glanville, Coffia, Conlin, Farhat, Fitzgerald, Miller, Rheingans, VanderWall, Filler, Mueller, VanWoerkom, Roth, Schmaltz, Thompson. Absent: Rep. Whitsett. Excused: Rep. Whitsett. Representative Farhat moved to adopt the meeting minutes from May 4, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4409 before the committee: HB 4409 (Rep. Steckloff) A bill to require drug manufacturers to report certain information to the department of insurance and financial services; to provide for the powers and duties of certain state officers and entities; to allow for the promulgation of rules; and to prescribe civil sanctions. Joseph Sullivan, representing the Michigan Department of Insurance and Financial Services, testified in support of HB 4409. Questions and discussion followed. VanderWall) A bill to amend 1973 PA 116, entitled "An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts," by amending section 1 (MCL 722.111), as amended by 2022 PA 208, and by adding section 3i. HB 4341 (Rep. Puri) A bill to create a program to assist certain child care centers and schools with the acquisition, installation, and maintenance of certain filtered water stations and faucets; to provide for the sampling and testing of water from certain water outlets; to create certain funds; and to provide for the duties of certain state departments and officers. HB 4342 (Rep. Neeley) A bill to amend 1973 PA 116, entitled "An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts," (MCL 722.111 to 722.128) by adding sections 3j, 3k, and 3l. Representative Puri testified in support of HB 4340, HB 4341 and HB 4342. Amend page 19, following line 20, by inserting: "(8) Child care centers are not required to comply with this section and sections 3j to 3l unless the legislature has appropriated sufficient funds to administer and comply with this section and sections 3j to 3l." and renumbering the remaining subsection. Representative VanWoerkom moved to adopt the amendment to HB 4340 (H-2). The motion did not prevail 7-11-0: UNFAVORABLE ROLL CALL Yeas: Reps.
