- HOUSE OF REPRESENTATIVES COMMITTEE ON LABOR REP. JIM HAADSMA CHAIR COMMITTEE MEETING MINUTES Thursday, May 11, 2023 9:00 AM Room 326, House Office Building The House Committee on Labor was called to order by Chair Haadsma. The Chair requested attendance be called: Present: Reps. Haadsma, Mentzer, Koleszar, O'Neal, Andrews, Churches, Wegela, Wozniak, Mueller, Kunse. Absent: None. Excused: None. Representative Wegela moved to adopt the meeting minutes from April 20, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4233 before the committee: HB 4233 (Rep. Churches) A bill to amend 1947 PA 336, entitled "An act to prohibit strikes by certain public employees; to provide review from disciplinary action with respect thereto; to provide for the mediation of grievances and the holding of elections; to declare and protect the rights and privileges of public employees; to require certain provisions in collective bargaining agreements; to prescribe means of enforcement and penalties for the violation of the provisions of this act; and to make appropriations," by amending section 10 (MCL 423.210), as amended by 2014 PA 414. A substitute (H-1) was adopted for HB 4233 at the April 20th, 2023 meeting. The following people submitted a card in support of HB 4233, but did not wish to speak: Beth Byrd, representing the Service Employees International Union of Michigan. Eli Isaguirre, representing the Michigan Regional Council of Carpenters and Millwrights. The following person submitted a card in opposition to HB 4233, but did not wish to speak: Steve Delie, representing the Mackinac Center for Public Policy. Representative Wegela moved to report out HB 4233 with recommendation, as substitute (H- 1). The motion prevailed 7-2-1: FAVORABLE ROLL CALL Yeas: Reps. Haadsma, Mentzer, Koleszar, O'Neal, Andrews, Churches, Wegela. Nays: Reps. Wozniak, Kunse. Pass: Rep. Mueller. The Chair laid HB 4230 before the committee: HB 4230 (Rep. Wilson) A bill to amend 1978 PA 390, entitled "An act to regulate the time and manner of payment of wages and fringe benefits to employees; to prescribe rights and responsibilities of employers and employees, and the powers and duties of the department of labor; to require keeping of records; to provide for settlement of disputes regarding wages and fringe benefits; to prohibit certain practices by employers; to prescribe penalties and remedies; and to repeal certain acts and parts of acts," by amending section 7 (MCL 408.477), as amended by 2015 PA 15. Representative Mentzer moved to refer HB 4230 to the Committee on Elections. The motion prevailed 9-1-0: FAVORABLE ROLL CALL Yeas: Reps. Haadsma, Mentzer, Koleszar, O'Neal, Andrews, Churches, Wegela, Mueller, Kunse. Nays: Rep. Wozniak. Pass: None.
