- HOUSE OF REPRESENTATIVES COMMITTEE ON ECONOMIC DEVELOPMENT AND SMALL BUSINESS REP. JASON M HOSKINS CHAIR COMMITTEE MEETING MINUTES Tuesday, May 16, 2023 9:00 AM Room 326, House Office Building The House Committee on Economic Development and Small Business was called to order by Chair Hoskins. The Chair requested attendance be called: Present: Reps. Hoskins, Grant, Whitsett, Neeley, Liberati, Coffia, Farhat, Miller, Tisdel, VanWoerkom, Martin, Roth, St. Germaine. Absent: None. Excused: None. The Chair laid HB 4454 before the committee: HB 4454 (Rep. Tyrone Carter) A bill to amend 1961 PA 120, entitled "An act to authorize the development or redevelopment of principal shopping districts and business improvement districts; to permit the creation of certain boards; to provide for the operation of principal shopping districts and business improvement districts; to provide for the creation, operation, and dissolution of business improvement zones; and to authorize the collection of revenue and the bonding of certain local governmental units for the development or redevelopment projects," by amending sections 10, 10b, 10c, 10e, 10f, 10g, 10h, 10j, 10k, and 10l (MCL 125.990, 125.990b, 125.990c, 125.990e, 125.990f, 125.990g, 125.990h, 125.990j, 125.990k, and 125.990l), as amended by 2020 PA 91. Representative Carter and Gina Cavaliere testified in support of HB 4454. Questions and discussion followed. Phil Santer, representing the Ann Arbor SPARK, testified in support of HB 4454. The following person submitted a card in support of HB 4454, but did not wish to speak: DeShawn Singleton, representing the Downtown Detroit Partnership. The Chair laid a presentation on the Michigan State Housing Development Authority before the committee. Amy Hovey gave a presentation on the Michigan State Housing Development Authority. Questions and discussion followed. The Chair laid SB 35 before the committee: SB 35 (Sen. Irwin) A bill to amend 1939 PA 280, entitled "The social welfare act," by amending section 10d (MCL 400.10d), as added by 2012 PA 79. The following people submitted a card in support of SB 35, but did not wish to speak: Amanda Klein, representing the United Way of Southwestern MI. Tom Hickson, representing the Michigan Catholic Conference. Mike Frederick, representing the Michigan County Social Services Association. Loretta Bush, the CEO of Authority Health. Dr. William Dietz, representing the Authority Health Motion Coalition. Barb Blum, representing the Authority Health Motion Coalition. Brian Shoaf, representing the Detroit Regional Chamber. Representative VanWoerkom offered the following amendments to SB 35: 1. Amend page 1, line 1, after "10d". by inserting "(1)". 2. Amend page 1, following line 4, by inserting: "(2) Money provided for food assistance must not be used to pay for bottle deposits." Representative VanWoerkom moved to adopt the amendments to SB 35. The committee discussed the motion. The motion did not prevail 5-8-0: UNFAVORABLE ROLL CALL Yeas: Reps. Tisdel, VanWoerkom, Martin, Roth, St. Germaine. Nays: Reps. Hoskins, Grant, Whitsett, Neeley, Liberati, Coffia, Farhat, Miller. Pass: None. Representative Grant moved to report out SB 35 with recommendation. The motion prevailed 8-0-5: FAVORABLE ROLL CALL Yeas: Reps. Hoskins, Grant, Whitsett, Neeley, Liberati, Coffia, Farhat, Miller. Nays: None. Pass: Reps. Tisdel, VanWoerkom, Martin, Roth, St. Germaine. Representative Neeley moved to adopt the meeting minutes from May 9, 2023. There being no objection, the motion prevailed by unanimous consent.
