PENELOPE TSERNOGLOU CHAIR COMMITTEE MEETING MINUTES Tuesday, May 16, 2023 10:30 AM Room 327, House Office Building The House Committee on Elections was called to order by Chair Tsernoglou. The Chair requested attendance be called: Present: Reps. Tsernoglou, Wegela, Hope, Koleszar, Byrnes, Churches, Smit, DeBoyer. Absent: None. Excused: None. Representative Byrnes moved to adopt the meeting minutes from May 9, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4076 before the committee: HB 4076 (Rep. Fink) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending section 558 (MCL 168.558), as amended by 2021 PA 158. Representative Fink testified in support of HB 4076. Questions and discussion followed. The following people submitted a card in support of HB 4076, but did not wish to speak: Monica Martinez, representing the Michigan Judges Association. Alicia Moon, representing the State Court Administrative Office. Bill Zaagman, representing the Michigan Association of County Clerks. Wilson) A bill to amend 1978 PA 390, entitled "An act to regulate the time and manner of payment of wages and fringe benefits to employees; to prescribe rights and responsibilities of employers and employees, and the powers and duties of the department of labor; to require keeping of records; to provide for settlement of disputes regarding wages and fringe benefits; to prohibit certain practices by employers; to prescribe penalties and remedies; and to repeal certain acts and parts of acts," by amending section 7 (MCL 408.477), as amended by 2015 PA 15. Representative Wilson and Representative Tsernoglou testified in support of HB 4230 and HB 4234. Questions and discussion followed. At 10:51 AM, Majority Vice Chair Wegela laid the committee at ease. Hood) A bill to amend 1976 PA 388, entitled "Michigan campaign finance act," by amending sections 3, 6, and 9 (MCL 169.203, 169.206, and 169.209), section 3 as amended by 2017 PA 119 and sections 6 and 9 as amended by 2019 PA 93. Representative Koleszar moved to report out HB 4413 with recommendation. The motion prevailed 6-2-0: FAVORABLE ROLL CALL Yeas: Reps. Tsernoglou, Wegela, Hope, Koleszar, Byrnes, Churches. Nays: Reps. Smit, DeBoyer. Pass: None. There being no further business before the committee, Chair Tsernoglou adjourned the meeting at 11:13 AM.
