The Chair requested attendance to be called: Present: Reps. Wendzel, Prestin, Martin, BeGole, DeBoer, Schmaltz, Thompson, Fairbairn, Frisbie, Linting, Tate, Brixie, Liberati, Andrews and Myers-Phillips. Absent: Reps. Coffia and Herzberg. Excused: Reps. Coffia and Herzberg. Representative Martin moved to adopt the meeting minutes from March 04, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4124, HB 4125, HB 4126, HB 4127, HB 4128 and HB 4129 before the committee: Tuesday, March 25, 2025 9:00 AM Room 519, House Office Building HB 4124 (Rep. Wendzel) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," (MCL 206.1 to 206.847) by adding sections 677a and 717a. HB 4125 (Rep. McFall) A bill to create a program that awards grants to certain postsecondary schools in this state that establish or expand certain educational programs that lead to degrees or credentials supportive of the nuclear and hydrogen industries; and to provide for the powers and duties of certain state officers and entities. HB 4126 (Rep. Steckloff) A bill to create a fund for a program that awards grants to certain postsecondary schools in this state that establish or expand certain educational programs that lead to degrees or credentials supportive of the nuclear and hydrogen industries; and to provide for the powers and duties of certain state officers and entities. HB 4127 (Rep. Thompson) A bill to amend 1939 PA 3, entitled "An act to provide for the regulation and control of public and certain private utilities and other services affected with a public interest within this state; to provide for alternative energy suppliers and certain providers of electric vehicle charging services; to provide for licensing; to include municipally owned utilities and other providers of energy under certain provisions of this act; to create a public service commission and to prescribe and define its powers and duties; to abolish the Michigan public utilities commission and to confer the powers and duties vested by law on the public service commission; to provide for the powers and duties of certain state governmental officers and entities; to provide for the continuance, transfer, and completion of certain matters and proceedings; to abolish automatic adjustment clauses; to prohibit certain rate increases without notice and hearing; to qualify residential energy conservation programs permitted under state law for certain federal exemption; to create a fund; to encourage the utilization of resource recovery facilities; to prohibit certain acts and practices of providers of energy; to allow for the securitization of stranded costs; to reduce rates; to provide for appeals; to provide appropriations; to declare the effect and purpose of this act; to prescribe remedies and penalties; and to repeal acts and parts of acts," by amending section 10h (MCL 460.10h), as amended by 2023 PA 245. HB 4128 (Rep. VanWoerkom) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," (MCL 206.1 to 206.847) by adding section 678. HB 4129 (Rep. Andrews) A bill to create a nuclear and hydrogen graduate attraction and retention program to award grants to certain graduates of a postsecondary school who are employed in this state at a qualified electric generation facility after graduation; to provide for the powers and duties of certain state governmental officers and entities; to prohibit the submission of false information and prescribe penalties; to provide remedies; to create certain funds; to provide for the distribution of money from certain funds; and The following person submitted a card wishing to speak with no position on HB 4124, HB 4125, HB 4126, HB 4127, HB 4128 and HB 4129, but due to the time constraints were unable to speak: Shane Peters, representing Bridgman Public School. Representative Brixie requested a Point of Information regarding Shane Peter’s being unable to give oral testimony on HB 4124, HB 4125, HB 4126, HB 4127, HB 4128 and HB 4129. At 9:08 AM, the Chair laid the committee at ease. At 9:10 AM, the Chair called the committee back to order. The Chair replied to the Point of Information that Shane Peter’s submitted written testimony to the committee in lieu of oral testimony. Representative Andrews moved to report out HB 4125 with recommendation that the bill be referred to the Committee on Rules. The motion prevailed 15-0-0: FAVORABLE ROLL CALL Yeas: Reps. Representative Brixie offered the following amendment to HB 4128: 1. Amend page 3, line 13, after "2040" by inserting "and are classified as real property under the general property tax act, 1893 PA 206, MCL 211.1 to 211.155, and subject to a valuation under the general property tax act, 1893 PA 206, MCL 211.1 to 211.155, that reflects use of generally accepted appraisal principles, including, but not limited to, consideration of that property's highest and best use".
