HELENA SCOTT CHAIR COMMITTEE MEETING MINUTES Wednesday, May 17, 2023 9:00 AM Room 519, House Office Building The House Committee on Energy, Communications, and Technology was called to order by Chair Scott. The Chair requested attendance be called: Present: Reps. Scott, Andrews, Coleman, Neeley, Byrnes, Churches, Hill, MacDonell, McFall, Wendzel, Outman, Aragona, BeGole, Greene, Prestin, Schmaltz. Absent: Rep. Whitsett. Excused: None. Representative Andrews moved to adopt the meeting minutes from May 10, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4414 before the committee: HB 4414 (Rep. Scott) A bill to amend 1984 PA 431, entitled "The management and budget act," (MCL 18.1101 to 18.1594) by adding section 290. Representative Coleman moved to adopt substitute (H-1) to HB 4414. The motion prevailed 16-0-0: FAVORABLE ROLL CALL Yeas: Reps. Scott, Andrews, Coleman, Neeley, Byrnes, Churches, Hill, MacDonell, McFall, Wendzel, Outman, Aragona, BeGole, Greene, Prestin, Schmaltz. Nays: None. Pass: None. Representative Coleman moved to report out HB 4414 with recommendation, as substitute (H-1). The motion prevailed 15-0-1: FAVORABLE ROLL CALL Yeas: Reps. Scott, Andrews, Coleman, Neeley, Byrnes, Churches, Hill, MacDonell, McFall, Wendzel, Outman, BeGole, Greene, Prestin, Schmaltz. Nays: None. Pass: Rep. Aragona. The following person submitted a card in support of HB 4414, but did not wish to speak: Mike Spence, representing the SEMCOG. The Chair laid HB 4066 before the committee: HB 4066 (Rep. Coleman) A bill to create the Michigan high-speed internet office; to prescribe the powers and duties of the Michigan high-speed internet office; to allow the provision of grants and other financial and technical assistance related to broadband and digital infrastructure; and to provide the powers and duties of certain state officers and entities. Representative Churches moved to adopt substitute (H-1) to HB 4066. The motion prevailed 15-0-1: FAVORABLE ROLL CALL Yeas: Reps. Scott, Andrews, Coleman, Neeley, Byrnes, Churches, Hill, MacDonell, McFall, Wendzel, Outman, Aragona, Greene, Prestin, Schmaltz. Nays: None. Pass: Rep. BeGole. Representative Prestin offered the following amendment to HB 4066: 1. Amend page 4, following line 6, by inserting: "Sec. 11. This act does not apply on or after September 30, 2031.". Representative Prestin moved to adopt the amendment to HB 4066. The motion did not prevail 7-9-0: UNFAVORABLE ROLL CALL Yeas: Reps. Wendzel, Outman, Aragona, BeGole, Greene, Prestin, Schmaltz. Nays: Reps. Scott, Andrews, Coleman, Neeley, Byrnes, Churches, Hill, MacDonell, McFall. Pass: None. Representative Scott moved to report out HB 4066 with recommendation, as substitute (H-1).
