ROGERS CHAIR COMMITTEE MEETING MINUTES Thursday, May 18, 2023 10:30 AM Room 519, House Office Building The House Committee on Health Policy was called to order by Chair Rogers. The Chair requested attendance be called: Present: Reps. Rogers, Brenda Carter, Haadsma, Neeley, Glanville, Coffia, Conlin, Farhat, Fitzgerald, Miller, Rheingans, VanderWall, Filler, Mueller, VanWoerkom, Roth, Schmaltz, Thompson. Absent: Rep. Whitsett. Excused: Rep. Whitsett. Representative Fitzgerald moved to adopt the meeting minutes from May 11, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4071 before the committee: HB 4071 (Rep. Steckloff) A bill to amend 1956 PA 218, entitled "The insurance code of 1956," (MCL 500.100 to 500.8302) by adding section 3406z. The following person submitted a card in support of HB 4071, but did not wish to speak: Ken Fletcher, representing the American Lung Association. Representative VanderWall offered the following amendments to HB 4071: 1. Amend page 2, line 6, after "exceed" by striking out "$150.00" and inserting "$250.00". 2. Amend page 2, line 19, after "(1)" by inserting "unless manufacturers of these anticancer medications have increased the price of their drug more than the cumulative annual change in the prescription drug index of the medical care component of the United States Consumer Price Index". Representative VanderWall moved to adopt the amendments to HB 4071. The motion did not prevail 7-11-0: UNFAVORABLE ROLL CALL Yeas: Reps. The Chair laid HB 4495 and HB 4496 before the committee: HB 4495 (Rep. Snyder) A bill to amend 1939 PA 280, entitled "The social welfare act," by amending sections 105d and 106 (MCL 400.105d and 400.106), section 105d as amended by 2018 PA 208 and section 106 as amended by 2018 PA 511; and to repeal acts and parts of acts. HB 4496 (Rep. Filler) A bill to amend 1939 PA 280, entitled "The social welfare act," by amending sections 105b and 109f (MCL 400.105b and 400.109f), section 105b as added by 2007 PA 100 and section 109f as amended by 2017 PA 224; and to repeal acts and parts of acts. Representative Snyder and Representative Filler testified in support of HB 4495 and HB 4496. Elizabeth Hertel, Director of the Michigan Department of Health and Human Services testified in support of HB 4495. Dr. Michael Redinger, representing the Michigan State Medical Society's Legislation and Regulatory Policy Committee, testified in support of HB 4495 and HB 4496. Cherry) A bill to amend 1974 PA 258, entitled "Mental health code," by amending section 100c (MCL 330.1100c), as amended by 2020 PA 285. Senator Cherry; Taylor Ridderbusch, representing the Michigan Department of Natural Resources; Chief Dave Shaw and Sgt. Damon Owens, both Conservation Officers, testified in support of SB 59. Questions and discussion followed. Representative Neeley moved to excuse Representative Whitsett from the meeting. There being no objection the motion prevailed by unanimous consent.
