TYRONE CARTER CHAIR COMMITTEE MEETING MINUTES Tuesday, May 23, 2023 10:30 AM Room 519, House Office Building The House Committee on Regulatory Reform was called to order by Chair Tyrone Carter. The Chair requested attendance be called: Present: Reps. Tyrone Carter, Liberati, Scott, Young, Grant, McFall, Snyder, Wilson, Mueller, Filler, Wendzel, Aragona, Bierlein, Neyer. Absent: Rep. Neeley. Excused: Rep. Neeley. Representative Mueller moved to adopt the meeting minutes from May 16, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 141 before the committee: SB 141 (Sen. McMorrow) A bill to amend 1998 PA 58, entitled "Michigan liquor control code of 1998," by amending section 537a (MCL 436.1537a), as amended by 2021 PA 64. Senator McMorrow testified in support of SB 141. The following people submitted a card in support of SB 141, but did not wish to speak: John McNamara, representing the Michigan Restaurant and Lodging Association. Mason Doerr and Scott Ellis, representing the Michigan Licensed Beverage Association. Leah Robinson, representing the Michigan Chamber. Matt Sowash, representing the Distilled Spirits Council of the US. Brendan Ringlever, representing the Michigan Spirits Association. Paige Fults, representing the Michigan Department of Licensing and Regulatory Affairs. The following person submitted a card in opposition to SB 141, but did not wish to speak: Mike Tobias, representing Michigan Alcohol Policy Promoting Health and Safety. The Chair laid HB 4561 before the committee: HB 4561 (Rep. Liberati) A bill to amend 1998 PA 58, entitled "Michigan liquor control code of 1998," by amending section 609h (MCL 436.1609h), as added by 2022 PA 225. Representative Liberati, and Spencer Nevins, representing the Michigan Beer and Wine Wholesalers Association, testified in support of HB 4561. The following person submitted a card with a neutral position on HB 4561, but did not wish to speak: David Marvin, representing the Michigan Liquor Control Commission. The following people submitted a card in support of HB 4561, but did not wish to speak: Shelly Stahl, representing Anheuser Busch. Matt Swentkofske, representing Molson-Coors. The following people submitted a card in opposition to HB 4561, but did not wish to speak: Matt Miner, representing the Midwest Independent Retailers Association. Mike Tobias, representing Michigan Alcohol Policy Promoting Health and Safety. The Chair laid HB 4273 before the committee: HB 4273 (Rep. O'Neal) A bill to amend 1917 PA 167, entitled "Housing law of Michigan," by amending section 132 (MCL 125.532), as amended by 2000 PA 479. Representative Mueller offered the following amendment to HB 4273: 1. Amend page 1, line 6, after "notified" by striking out "and each occupant". 2. Amend page 2, line 9, after "owner" by inserting a period and striking out the balance of the subsection. 3. Amend page 2, line 23, after "hours" by inserting "and each occupant". 4. Amend page 2, line 25, after "violated," by striking out "whether" and inserting "that". Representative Mueller moved to adopt the amendment to HB 4273. The motion did not prevail 5-6-2: UNFAVORABLE ROLL CALL Yeas: Reps. Mueller, Filler, Wendzel, Bierlein, Neyer. Nays: Reps. Tyrone Carter, Liberati, Scott, Young, Grant, McFall. Pass: Reps. Snyder, Wilson. Representative Liberati moved to report out HB 4273 with recommendation. The motion prevailed 14-0-0: FAVORABLE ROLL CALL Yeas: Reps. Tyrone Carter, Liberati, Scott, Young, Grant, McFall, Snyder, Wilson, Mueller, Filler, Wendzel, Aragona, Bierlein, Neyer. Nays: None. Pass: None. The following people submitted a card in support of HB 4273, but did not wish to speak: Erika Farley, representing the Rental Property Owners Association of Michigan. Mark Garcia, representing the Michigan State Housing Development Authority. Representative Filler moved to excuse Representative Neeley from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair Tyrone Carter adjourned the meeting at 10:44 AM.
