ROGERS CHAIR COMMITTEE MEETING MINUTES Thursday, May 25, 2023 10:30 AM Room 519, House Office Building The House Committee on Health Policy was called to order by Chair Rogers. The Chair requested attendance be called: Present: Reps. Rogers, Brenda Carter, Haadsma, Glanville, Coffia, Conlin, Farhat, Fitzgerald, Miller, Rheingans, VanderWall, Filler, Mueller, VanWoerkom, Roth, Schmaltz. Absent: Reps. Whitsett, Neeley, Thompson. Excused: Reps. Whitsett, Neeley, Thompson. Representative Miller moved to adopt the meeting minutes from May 18, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 59 before the committee: SB 59 (Sen. Cherry) A bill to amend 1974 PA 258, entitled "Mental health code," by amending section 100c (MCL 330.1100c), as amended by 2020 PA 285. The following person submitted a card in support of SB 59, but did not wish to speak: Taylor Ridderbusch, representing the Michigan Department of Natural Resources. Representative Glanville moved to report out SB 59 with recommendation. The motion prevailed 16-0-0: FAVORABLE ROLL CALL Yeas: Reps. Filler) A bill to amend 1939 PA 280, entitled "The social welfare act," by amending sections 105b and 109f (MCL 400.105b and 400.109f), section 105b as added by 2007 PA 100 and section 109f as amended by 2017 PA 224; and to repeal acts and parts of acts. Chair Rogers asked the Clerk to read in a letter asking the Subcommittee on Behavioral Health to review and make recommendations to HB 4616 and HB 4617. At 10:43 AM, the Chair laid the committee at ease. At 10:44 AM, the Chair called the committee back to order. The Chair laid SB 69, SB 70 and SB 71 before the committee: SB 69 (Sen. Theis) A bill to amend 1978 PA 368, entitled "Public health code," (MCL 333.1101 to 333.25211) by adding sections 16279 and 16279a. SB 70 (Sen. Johnson) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending section 13n of chapter XVII (MCL 777.13n), as amended by 2018 PA 583. SB 71 (Sen. Hauck) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 16213, 20175, 20175a, and 20199 (MCL 333.16213, 333.20175, 333.20175a, and 333.20199), sections 16213 and 20175a as added and section 20175 as amended by 2006 PA 481, and by adding sections 16213a, 16429, 17029, 17529, 17829, 17909, and 20175b. Ellen Heinitz, from Senator Chang's office; Garrett Wheat, from Senator Ruth Johnson's office; and Alex Porrett, from Senator Hauck's office, testified together in support of SB 69, SB 70 and SB 71. Questions and discussion followed. Stephanie Glidden, representing the Michigan Coalition to End Domestic and Sexual Violence, testified in support of SB 69, SB 70 and SB 71.
