NATE SHANNON CHAIR COMMITTEE MEETING MINUTES Tuesday, June 6, 2023 10:30 AM Room 521, House Office Building The House Committee on Transportation, Mobility and Infrastructure was called to order by Chair Shannon. The Chair requested attendance be called: Present: Reps. Shannon, MacDonell, Coleman, Conlin, Farhat, Fitzgerald, Hoskins, Miller, Outman, Roth, Bruck, Kunse, St. Germaine. Absent: None. Excused: None. Representative Bruck joined the committee remotely. Representative Outman moved to adopt the meeting minutes from May 23, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4689 before the committee: HB 4689 (Rep. Hope) A bill to amend 2001 PA 142, entitled "Michigan memorial highway act," by amending section 67 (MCL 250.1067), as added by 2003 PA 195. Representative Hope, joined by Rachael Starr, wife of Trooper Starr, Trooper Patrick Arena, and Trooper Kristina Droste, both representing the Michigan State Police, all testified in support of HB 4689. Representative Fitzgerald moved to report out HB 4689 with recommendation. The motion prevailed 12-0-0: FAVORABLE ROLL CALL Yeas: Reps. Shannon, MacDonell, Coleman, Conlin, Farhat, Fitzgerald, Hoskins, Miller, Outman, Roth, Kunse, St. Germaine. Nays: None. Pass: None. The following person submitted a card with a neutral position on HB 4689, but did not wish to speak: Mark Polsdofer, representing the Michigan Department of Transportation. The Chair laid HB 4337 before the committee: HB 4337 (Rep. Witwer) A bill to amend 2001 PA 142, entitled "Michigan memorial highway act," by amending section 103 (MCL 250.1103), as added by 2021 PA 76. Sophia Rishar, representing the Office of Representative Witwer, testified in support of HB 4337. Representative Coleman moved to report out HB 4337 with recommendation. Representative Slagh, joined by John LaMacchia, representing the Michigan Municipal League, both testified in support of HB 4012. Questions and discussion followed. Matt Penniman, representing the League of Michigan Bicyclists, testified in support of HB 4012. Vince Consiglio, representing ABATE of Michigan, testified in opposition to HB 4012. Ed Noyola, representing the County Road Association, testified with no position on HB 4012. The following people submitted a card in support of HB 4337, but did not wish to speak: Matt Saxton, representing the Michigan Sheriffs' Association.
