JOHN FITZGERALD CHAIR COMMITTEE MEETING MINUTES Wednesday, June 7, 2023 12:00 PM Room 519, House Office Building The House Committee on Local Government and Municipal Finance was called to order by Chair Fitzgerald. The Chair requested attendance be called: Present: Reps. Fitzgerald, Byrnes, Shannon, Breen, Rogers, Hill, Hoskins, Zorn, Paquette, Bezotte, BeGole, Prestin. Absent: Rep. Paiz. Excused: Rep. Paiz. Representative Rogers moved to adopt the meeting minutes from May 17, 2023. There being no objection, the motion prevailed by unanimous consent. Representative Hill moved to excuse Representative Paiz from the meeting. There being no objection the motion prevailed by unanimous consent. The Chair laid HB 4382 and HB 4383 before the committee: HB 4382 (Rep. Morse) A bill to amend 1956 PA 40, entitled "The drain code of 1956," by amending sections 551, 552, 553, 555, 556, 557, and 558 (MCL 280.551, 280.552, 280.553, 280.555, 280.556, 280.557, and 280.558). HB 4383 (Rep. VanderWall) A bill to amend 1956 PA 40, entitled "The drain code of 1956," by amending sections 559, 560, 561, 562, 563, 564, 565, 569, 570, 571, 572, 573, 574, 576, 577, 578, 580, 581, 582, and 583 (MCL 280.559, 280.560, 280.561, 280.562, 280.563, 280.564, 280.565, 280.569, 280.570, 280.571, 280.572, 280.573, 280.574, 280.576, 280.577, 280.578, 280.580, 280.581, 280.582, and 280.583), section 569 as amended by 2016 PA 27, and by adding sections 561b, 561d, 564b, and 569b; and to repeal acts and parts of acts. Representative Morse, and Stacy Hissong, representing the Michigan Association of County Drain Commissioners, testified in support of HB 4382 and HB 4383. Questions and discussion followed. The following person submitted a card with a neutral position on HB 4382 and HB 4383, but did not wish to speak: Ben Tirrell, representing the Michigan Farm Bureau. The following people submitted a card in support of HB 4382 and HB 4383, but did not wish to speak: Mike Compagnoni, representing the Michigan Water Environment Association. Rich Bowman, representing the Nature Conservancy. Elmeka Steele, representing the Wayne County Drain Commission. The following people submitted a card in opposition to HB 4382 and HB 4383, but did not wish to speak: Brad Ward, representing the Michigan Realtors. Tim Langholz, representing the National Federation of Independent Business. Dawn Crandall, representing the Home Builders Association of Michigan.
