- HOUSE OF REPRESENTATIVES COMMITTEE ON NATURAL RESOURCES AND TOURISM REP. DAVID MARTIN CHAIR COMMITTEE MEETING MINUTES The House Committee on Natural Resources and Tourism was called to order by Chair Martin. The Chair requested attendance to be called: Present: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn, Wortz, McFall, Weiss, Myers-Phillips and Wooden. Absent: Reps. Scott, Arbit and Foreman. Excused: Reps. Scott, Arbit and Foreman. The Chair laid HB 4073 before the committee: Representative Prestin testified in support of HB 4073. Questions and discussions followed. Chris Semrinec and Chief Jason Haines, representing the Michigan Department of Natural Resources, testified in opposition to HB 4073. Questions and discussions followed. Dan Harrington testified in support of HB 4073. Questions and discussions followed. Mark Leboeuf testified in support of HB 4073. Senator McBroom testified in support of HB 4073. The Chair laid HB 4074 before the committee: Wednesday, March 26, 2025 Noon. Room 519, House Office Building HB 4073 (Rep. Prestin) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 1602 (MCL 324.1602), as added by 1995 PA 60, and by adding section 1507. HB 4074 (Rep. Markkanen) A bill to amend 1986 PA 109, entitled "An act to prescribe certain powers and duties of conservation officers; and to vest in conservation officers certain powers, Representative Markkanen testified in support of HB 4074. Questions and discussions followed. Chris Semrinec and Chief Jason Haines, representing the Michigan Department of Natural Resources testified in opposition to HB 4074. Representative Prestin moved to adopt the meeting minutes from March 19, 2025. There being no objection, the motion prevailed with unanimous consent. Representative Hoadley moved to excuse Reps. Scott, Arbit, and Foreman from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair Martin adjourned the meeting at 1:29 PM.
