- HOUSE OF REPRESENTATIVES COMMITTEE ON LABOR REP. JIM HAADSMA CHAIR COMMITTEE MEETING MINUTES Thursday, June 8, 2023 9:00 AM Room 326, House Office Building The House Committee on Labor was called to order by Chair Haadsma. The Chair requested attendance be called: Present: Reps. Haadsma, Mentzer, Koleszar, O'Neal, Andrews, Churches, Wegela, Mueller, Kunse. Absent: Rep. Wozniak. Excused: Rep. Wozniak. Representative Kunse moved to adopt the meeting minutes from May 25, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4034 before the committee: HB 4034 (Rep. Hope) A bill to regulate temporary labor service agencies, their clients, and temporary laborers; to prohibit retaliation for exercising rights granted under this act; to provide for the powers and duties of certain state officers and entities; to provide for the promulgation of rules; and to provide remedies and sanctions. Representative Hope, and Chris White, representing the Restaurant Opportunity Centers of Michigan, testified in support of HB 4034. Questions and discussion followed. Monica Martinez, representing the American Staffing Association, testified in opposition to HB 4034. Aisha Wells, representing Mothering Justice, testified in support of HB 4034. Wendy Block, representing the Michigan Chamber of Commerce, testified in opposition to HB 4034. Questions and discussion followed. The following people submitted a card in support of HB 4034, but did not wish to speak: Tom Lenard, representing SiX Action. Rachel Richards, representing the Michigan League for Public Policy. Yousef Rabhi, representing the Michigan Nurses Association. Aaron Squeo, representing the United Food and Commercial Workers Local 876.
