HOUSE OF REPRESENTATIVES COMMITTEE ON EDUCATION REP. MATT KOLESZAR CHAIR COMMITTEE MEETING MINUTES Tuesday, June 13, 2023 9:00 AM Room 521, House Office Building The House Committee on Education was called to order by Chair Koleszar. The Chair requested attendance be called: Present: Reps. Koleszar, Churches, Shannon, Stone, Weiss, Glanville, Conlin, Edwards, Wegela, Greene, Markkanen, Paquette, Wendzel, Johnsen. Absent: None. Excused: None. Representative Edwards moved to adopt the meeting minutes from June 6, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4648 before the committee: HB 4648 (Rep. Arbit) A bill to amend 1979 PA 94, entitled "The state school aid act of 1979," by amending sections 6 and 6a (MCL 388.1606 and 388.1606a), as amended by 2022 PA 144. Representative Arbit testified in support of HB 4648. Questions and discussion followed. The following people submitted a card in support of HB 4648, but did not wish to speak: Sheryl Kennedy, representing the Michigan Department of Education. David Randels, representing Oakland Schools. Bob Kefgen, representing the Michigan Association of Secondary School Principals. Dr. Jeanice K. Swift, representing Ann Arbor Public Schools. Representative Glanville moved to report out HB 4648 with recommendation. The motion prevailed 12-0-2: FAVORABLE ROLL CALL Yeas: Reps. Koleszar, Churches, Shannon, Stone, Weiss, Glanville, Conlin, Edwards, Wegela, Greene, Markkanen, Paquette, Johnsen. Nays: None. Pass: Rep. Wendzel. The Chair laid HB 4671 before the committee: HB 4671 (Rep. Koleszar) A bill to amend 1976 PA 451, entitled "The revised school code," by amending section 1284a (MCL 380.1284a), as added by 2007 PA 101; and to repeal acts and parts of acts. The following people submitted a card in support of HB 4671, but did not wish to speak: Bob Kefgen, representing the Michigan Association of Secondary School Principals. Paul Liaebnow, representing the Michigan Elementary & Middle School Principals Association. Dirk Weeldreyer, representing the School Equity Caucus. Chris Glass, representing Education Advocates of West Michigan. Mike Spence, representing the Southeast Michigan Council of Governments. The following person submitted a card in opposition to HB 4671, but did not wish to speak: John Lindley, representing the Michigan Association of Recreation Vehicles and Campgrounds. Representative Wegela moved to report out HB 4671 with recommendation. The motion prevailed 14-0-0: FAVORABLE ROLL CALL Yeas: Reps.
