HOUSE OF REPRESENTATIVES COMMITTEE ON MILITARY, VETERANS AND HOMELAND SECURITY REP. JENNIFER CONLIN CHAIR COMMITTEE MEETING MINUTES Tuesday, June 13, 2023 12:00 PM Room 327, House Office Building The House Committee on Military, Veterans and Homeland Security was called to order by Chair Conlin. The Chair requested attendance be called: Present: Reps. Conlin, Coleman, Tyrone Carter, Stone, Rogers, Wegela, Markkanen, St. Germaine. Absent: Reps. Bezotte, Martin. Excused: Reps. Bezotte, Martin. Representative Stone moved to adopt the meeting minutes from June 6, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HR 119 before the committee: HR 119 (Rep. Rogers) A resolution to urge the United States Food and Drug Administration to facilitate FDA regulated research on hyperbaric oxygen therapy for the treatment of Traumatic Brain Injury and Post Traumatic Stress Disorder. Representative Rogers and Kevin Hensley, representing the VFW, testified in support of HR 119. Questions and discussion followed. The Chair laid HCR 5 before the committee: HCR 5 (Rep. Conlin) A concurrent resolution to urge the United States Congress, Department of Defense, and Department of Veterans Affairs to prioritize research and investment in non-technology treatment options for servicemembers and veterans who have psychological trauma as a result of military service. At 12:25 PM, the Chair laid the committee at ease. At 12:25 PM, Majority Vice Chair Coleman called the committee back to order. Chair Conlin testified in support of HCR 5. Questions and discussion followed. At 12:28 PM, Majority Vice Chair Coleman laid the committee at ease. At 12:28 PM, the Chair called the committee back to order. The Committee returned to consideration of HR 119. The following people submitted a card in support of HR 119, but did not wish to speak: Jim Sigmon, representing the Military Officers Association of America. Tom Poxson. Representative Wegela moved to report out HR 119 with recommendation. The motion prevailed 8-0-0: FAVORABLE ROLL CALL Yeas: Reps. Conlin, Coleman, Tyrone Carter, Stone, Rogers, Wegela, Markkanen, St. Germaine. Nays: None. Pass: None. The Committee returned to consideration of HCR 5. The following person submitted a card in support of HCR 5, but did not wish to speak: Tom Poxson. Representative Rogers moved to report out HCR 5 with recommendation. The motion prevailed 8-0-0: FAVORABLE ROLL CALL Yeas: Reps. Conlin, Coleman, Tyrone Carter, Stone, Rogers, Wegela, Markkanen, St. Germaine. Nays: None. Pass: None. Representative Markkanen moved to excuse Representatives Bezotte and Martin from the meeting. There being no objection the motion prevailed by unanimous consent.
