NATE SHANNON CHAIR COMMITTEE MEETING MINUTES Tuesday, June 13, 2023 10:30 AM Room 521, House Office Building The House Committee on Transportation, Mobility and Infrastructure was called to order by Chair Shannon. The Chair requested attendance be called: Present: Reps. Shannon, MacDonell, Coleman, Conlin, Farhat, Fitzgerald, Hoskins, Miller, Outman, Roth, Bruck, Kunse, St. Germaine. Absent: None. Excused: None. Representative Roth moved to adopt the meeting minutes from June 6, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4028 before the committee: HB 4028 (Rep. Zorn) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 722 (MCL 257.722), as amended by 2018 PA 274. Representative Zorn, joined by Josh Clayton, representing the Michigan Towing Association, both testified in support of HB 4028. Questions and discussion followed. Ed Noyola, representing the County Road Association of Michigan, testified with a neutral position on HB 4028. The following person submitted a card with a neutral position on HB 4028, but did not wish to speak: Troy Hagon, representing the Michigan Department of Transportation. The Chair laid HB 4706 before the committee: HB 4706 (Rep. MacDonell) A bill to amend 1939 PA 3, entitled "An act to provide for the regulation and control of public and certain private utilities and other services affected with a public interest within this state; to provide for alternative energy suppliers; to provide for licensing; to include municipally owned utilities and other providers of energy under certain provisions of this act; to create a public service commission and to prescribe and define its powers and duties; to abolish the Michigan public utilities commission and to confer the powers and duties vested by law on the public service commission; to provide for the powers and duties of certain state governmental officers and entities; to provide for the continuance, transfer, and completion of certain matters and proceedings; to abolish automatic adjustment clauses; to prohibit certain rate increases without notice and hearing; to qualify residential energy conservation programs permitted under state law for certain federal exemption; to create a fund; to encourage the utilization of resource recovery facilities; to prohibit certain acts and practices of providers of energy; to allow for the securitization of stranded costs; to reduce rates; to provide for appeals; to provide appropriations; to declare the effect and purpose of this act; to prescribe remedies and penalties; and to repeal acts and parts of acts," by amending the title and sections 10g, 10h, and 10q (MCL 460.10g, 460.10h, and 460.10q), the title as amended by 2016 PA 341, section 10g as amended by 2008 PA 286, section 10h as added by 2000 PA 142, and section 10q as added by 2000 PA 141. Representative MacDonnell testified in support of HB 4706. Questions and discussion followed. Justin Carpenter, representing the Michigan Energy Innovation Business Council, joined by Paul Corbett, representing MICHauto, both testified in support of HB 4706. Questions and discussion followed. Ed Rivet, representing the Michigan Conservative Energy Forum. Ross Gavin, representing the Michigan Environmental Council. Tim Minotas, representing the Sierra Club. Jane McCurry, representing Clean Fuels Michigan. The following person submitted a card with a neutral position on HB 4706, but did not wish to speak: Tony Mosesso, representing the ITC Holdings Corporation. The Chair laid HB 4012 before the committee: HB 4012 (Rep. Slagh) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 628 (MCL 257.628), as amended by 2016 PA 447. Ed Noyola, representing the County Road Association of Michigan, testified with a neutral position on HB 4012. Questions and discussion followed. Representative Kunse moved to report out HB 4012 with recommendation. The motion prevailed 10-1-2: FAVORABLE ROLL CALL Yeas: Reps. Shannon, MacDonell, Coleman, Conlin, Farhat, Fitzgerald, Hoskins, Miller, Roth, Kunse. Nays: Rep. Bruck. Pass: Reps. Outman, St. Germaine. The Chair laid SB 135 before the committee: SB 135 (Sen. Hertel) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending sections 83 and 304 (MCL 257.83 and 257.304), section 83 as added by 2020 PA 383 and section 304 as amended by 2020 PA 376. Representative Hoskins moved to refer SB 135 to the Committee on Criminal Justice. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Shannon, MacDonell, Coleman, Conlin, Farhat, Fitzgerald, Hoskins, Miller, Outman, Roth, Bruck, Kunse, St. Germaine. Nays: None. Pass: None.
